With a process of elaborate, careful, scientific preparation and widely accepting comments from the entire Party and people, the documents adopted by the 14th Congress demonstrate the highest strategic vision and political determination. In particular, for the first time in the history of the congresses, the 14th Congress issued an Action Program accompanying the Resolution - a breakthrough to ensure the Resolution goes into life immediately. From policy to plan and implementation organization, it is clearly defined who does it, when does it, what resources are needed and what is the ultimate goal. Thanks to that, the Resolution of the 14th Congress has truly become a handbook of actions for the Party and the entire political system, a "scrolling sword" on the new development path.

The Resolution of the 14th National Congress sets out a general goal for the 2026-2030 period and a vision to 2045 that is very clear, bold but feasible: maintaining a peaceful and stable environment; developing the country quickly and sustainably; comprehensively improving people's lives; enhancing autonomy and self-reliance to move forward strongly in the new era of the nation. More importantly, the 14th Congress Document has immediately concretized the spirit of drastic action. The action program accompanying the Resolution especially emphasizes the requirement of "correct choice - quick implementation - getting to the destination - measuring by results" for all tasks. Each major decision of the Congress is built into a practical implementation plan, clearly defining the goals, solutions and evaluation criteria. The idea of "People are the root" is thoroughly grasped: The people are the center, the subject of development, all policies aim to improve the material and spiritual life of the people; at the same time, promote respect, listening and promoting the mastery role of the people. Thanks to that, the 14th Congress Resolution does not stop at vision and orientation, but carries the breath of life, arouses the desire for development and motivates strong action, ready to take action right after the Congress.

From resolution to action

The Resolution is available, the Program is clear, the remaining issue is action. The Congress requires all Party committees at all levels to urgently grasp, study, and concretize the Resolution into programs and plans suitable for their localities and units, quickly putting the Resolution and the Action Program into life. The general spirit is to strongly shift from " saying" to "doing", from awareness to action. The Congress documents have clearly stated that it is necessary to resolutely overcome the situation of "talking more, doing less", "talking well, doing bad things", "talking no along with doing things", and ending official and formal working methods. Each Party Committee, each Party organization, each cadre, Party member, especially the leader, must uphold the sense of responsibility and be exemplary in making decisions come true. From now on, " Saying goes hand in hand" must become a principle of action; all policies and tasks must clearly define the goals and solutions, link responsibility with results, link breakthroughs with sustainability and discipline must be associated with people's satisfaction.

Entering the new period, each correct policy when issued must be implemented with ten times more determination and hundreds of times more action in practice; political determination must be at the highest level, efforts at the highest level, actions must be the most drastic - that is the commandment issued from the will and aspiration for development of the nation. From the central to local levels, from Party and State agencies to the Fatherland Front and socio-political organizations, everyone must simultaneously get involved in a new spirit; in which, each cadre and party member, first of all, a member of the Party Central Committee, must be exemplary, dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate for the common good, and set the result of serving the people as the highest measure of work efficiency.

The next 510 years

The next 510 years will be the pivotal period that will be decisive for the country's two 100-year strategic goals. In this not-long period, we must both complete the goals of the 5-year journey 2026-2030, and create a solid foundation to reach higher development milestones by 2045. The goal by 2030 is to make our country a country with modern industry and a high average income. That requires the economy to continuously grow by an average of 10%/year or higher for many years - an unprecedented breakthrough rate, but it is a completely reasonable goal when we know how to maximize resources. By 2045, we must achieve the goal of building a developed, high-income Vietnam on par with the world.

Because of such a short time, heavy and decisive tasks, the 14th Congress has proposed revolutionary and breakthrough policies and solutions to seize every opportunity and overcome all challenges. In the next 5 years, we must comprehensively accelerate in all key areas: the economy must make a breakthrough to achieve continuous high growth; science, technology and innovation must be strongly promoted to create momentum for development; institutional reform, improving the investment and business environment must be carried out resolutely and openly to free up all social resources. At the same time, social issues such as education, healthcare, and culture need to be invested in at par with economic growth, ensuring harmonious and sustainable development. The work of building and rectifying the Party and the political system continues to pose very high requirements, especially building a team of cadres equal to the tasks - those who are "really exemplary in quality, intelligence, courage, and are capable of successfully leading the great tasks assigned by the Party, State and People".

The 14th National Party Congress term is an extremely important period for the entire Party and people to achieve the highest achievement to celebrate the 100th anniversary of the Party's founding (2030). From now on, the thinking of "5 years with a vision of 20 years" must be thoroughly grasped in management and direction. That is, successfully implementing the 5-year goal in the coming time is also a solid foundation for the goal for many years to come. Today's correct and breakthrough decisions not only bring immediate results for the 2026-2030 period, but also create momentum for rapid development in the coming decades. If we take advantage of the opportunity and overcome the challenges of these 5-10 years of dependence, the country will certainly take off strongly, realizing its ambition to become a strong Vietnam in the mid- 21st century. On the contrary, if opportunities are missed or delayed, mistakes are made during the low-level period, the price will be very high - it could cost the whole nation the opportunity, fall further behind in a rapidly changing world. Recognizing that, the entire Party and people are determined to act quickly and resolutely from the beginning of the term, not allowing "a day to waste, a week to be late".

Overcoming challenges

Looking forward, we have no choice but to succeed. The 14th Congress lit the fire of confidence, placing on the shoulders of the entire Party and people an extremely heavy but also glorious historical responsibility. There are many difficulties and challenges ahead, but our Party does not allow any setbacks or failures on the path we have chosen. Together with the Party is the trust and love of more than 100 million people, and before us is the fate of the entire nation in the 21st century. The goal of "rich people, strong country, democracy, fairness, civilization" set by the Party is not only an aspiration but also a Promise of honor before the People. Therefore, each cadre and party member, especially those who are "enduring the hardship", must remind themselves to rise up, must overcome themselves. We are not allowed to delay innovation, not allowed to delay action, and especially not allowed to satisfy ourselves or sleep on the laurel wreath. Lessons from previous terms show: where there is high political determination, focused, unified, and close direction, there is a positive change in work; on the contrary, if lax, subjective, and indecisive, the policy will be difficult to succeed no matter how correct.

History has proven: Our Vietnamese people have never submitted to any enemy or difficulties. From the early days of building and defending the country, our ancestors have fostered a tradition of resilience and indomitableness, the more difficulties and challenges, the more unity and unity to victory. In the 20th century, under the leadership of the Party, our nation has made victories that "shake the world". In the new era, on the front of socio-economic development, we must further promote the spirit of "no retreat, no failing, only moving forward, constantly moving forward". Our Party and People are determined to win in the cause of building and defending the socialist Fatherland, because every delay, every unfulfilled goal affects the future of the entire nation. "Success, certain success!" - that is the mindset, the political determination that we will always keep in mind when implementing the 14th Congress Resolution.

In the context of a world full of fluctuations, there have never been more complex opportunities and challenges. The fate of the country depends on our ability to seize opportunities and overcome challenges. Extensive international integration means that Vietnam is facing many competitive pressures, but also opens the door to absorb knowledge, advanced technology and development resources from outside. Economic globalization brings a large market to Vietnam's goods and services, but also requires us to constantly improve endogenous capacity to reach higher stages in the global value chain. Geopolitical fluctuations in the world can affect a peaceful and stable environment - a prerequisite for development - so the task of maintaining independence, sovereignty and a peaceful environment becomes even more important. The new context requires a new mindset and vision: we must be proactive in strategy, always alert, sensitive in analyzing situations, flexible, creative in countermeasures, steadfast in principles but not Documents, rigidity.

With the bravery and intelligence of the Vietnamese people, the trust and consensus of the People, we can affirm that advantages will be more than challenges. The position and strength of the country after more than half a century of unification have grown stronger than ever, creating a premise for us to confidently rise up. Vietnam's prestige and position in the international arena are constantly being enhanced, which is a favorable condition to gain the support and cooperation of international friends. The essential thing is that we must maximize internal resources, take advantage of external resources, and turn that combined strength into a driving force for national development. Proactively adapting and actively innovating are the keys to Vietnam overcoming the storm and firmly moving forward in an era of change.

Certainly victorious

At this special moment, more than ever, the words of beloved President Ho Chi Minh still resound: "March forward! All victory will be our!. Uncle Ho's call to arms in the past has become a great belief, encouraging our entire nation to rise up to gain independence and freedom. Today, in the cause of building and defending the Fatherland, that call is still in a steady spirit, urging us to be determined, overcome poverty and backwardness, build a prosperous and happy country, standing shoulder to shoulder with our friends around the world.

Nearly 6 million Party members and over 100 million people are carrying in their hearts a fire of strong aspiration for Vietnam. The 14th Congress has given us the flag of determination to win. Now is the time for the entire Party, people and army to strengthen their teams, join hands and be united, strive to compete in labor, study, work and fight, and successfully implement the Congress Resolution. Now is the time to turn all policies and resolutions into actions, into specific results. In the future, the fate of the country urges us to act, act more drastically.
