Prime Minister requests thorough handling of negative cases after the 2026 high school graduation exam

Concluding, Prime Minister Le Minh Hung requested ministries, agencies, and localities to accelerate the allocation and disbursement of public investment capital, especially 10 ministries, agencies and some provinces with low disbursement rates; ensure 100% disbursement of the plan, and do not propose repayment of the 2026 Central budget capital plan without reviewing and assessing the impact on the implementation of the growth target.

The Ministry of Finance is piloting the scoring of ministries, agencies, and localities on the implementation of public investment capital disbursement plans; urgently completing investment procedures for projects allocated with medium-term public investment capital plans; continuing to review and cut specialized inspection costs; risk management, and promoting production and business.

The Prime Minister also requested the Ministry of Finance to coordinate with the Ministry of Industry and Trade to advise on flexible adjustments to gasoline and oil taxes in accordance with the situation; implement measures to promote the corporate bond market; quickly complete the policy of investing in the overall national target program to submit to the National Assembly at the first non-scheduled session; propose breakthrough solutions on mechanisms and policies to mobilize resources for investment and growth.

The State Bank of Vietnam focuses on implementing solutions to stabilize interest rates, ensure liquidity, strive to reduce lending interest rates, reduce costs for the economy, stabilize the monetary and foreign exchange markets; strictly handle unfair interest rate competition.

The Ministry of Industry and Trade updates and supplements the Power Plan VIII; urgently completes the draft Decree replacing Decree No. 83, which includes regulations on the gasoline and oil distribution system, proactively implements solutions to manage domestic gasoline and oil prices closely following world price developments, effectively uses the Gasoline and Oil Price Stabilization Fund, ensures sufficient supply of Ethanol raw materials to blend E10 and E5 gasoline; ensures the progress of energy projects in the point.

Build and complete the EVN restructuring project in accordance with the competitive electricity market in the third quarter of 2026; coordinate with the Ministry of Foreign Affairs to promote traditional markets and open new markets.

The Ministry of Construction directs to ensure the progress of key projects (North-South high-speed railway project; urban railway and ring road projects in Hanoi and Ho Chi Minh City; projects serving APEC Year 2027; Long Thanh airport...).

Focus on completing the draft Law on Housing and Real Estate Business; continue to thoroughly review key projects, report to the National Assembly (Hanoi - Lao Cai - Hai Phong railway project, Ring Road 5...).

Regarding tasks and solutions on continuing to review and improve the organizational structure and decentralization and delegation of power, the Prime Minister directed the Ministry of Home Affairs to take the lead in researching the formation of a number of core commune-level administrative units, building an organizational framework for agencies and units in the state administrative system from the Central to commune levels in accordance with the Central's conclusions.

The Ministry of Education and Training is preparing well for the 2026-2027 school year; organizing the opening ceremony at the same time as the inauguration of inter-level boarding schools in land border communes with a sustainable operation plan.
