27/28 dossiers on strategic technology have been appraised

On August 26, at the Government Headquarters, Member of the Party Central Committee, Deputy Prime Minister Ho Quoc Dung - Head of the Task Force on science, technology, innovation and strategic technology development, chaired a thematic meeting on the progress of implementing strategic technology development tasks.

According to the Government Department of Information and Communications, through reviewing, adjusting and standardizing dossiers, the Ministry of Science and Technology (MOST) said that there are currently 28 proposals for strategic technology tasks from 8/10 ministries and agencies with a total estimated budget of about 5,300 billion VND.

By August 24, the Ministry of Science and Technology had organized the appraisal of 27/28 dossiers. Among them, 9 tasks had completed appraisal, were concluded to be eligible for approval, and dossiers had been completed by the Ministry of Health, the Ministry of Construction, the Ministry of Industry and Trade, and the Ministry of Science and Technology.

Ministries and key agencies are responsible for urgently approving tasks according to their authority in August 2026 and implementing the next steps according to regulations.

Concluding the meeting, Deputy Prime Minister Ho Quoc Dung highly appreciated the efforts of ministries, sectors, and agencies in implementing the task of strategic technology development. However, the Deputy Prime Minister frankly stated that agencies have not been really drastic; difficulties have been identified but have not been focused on definitive resolution.

The Deputy Prime Minister emphasized that so far the basic legal corridor is complete, the framework is there, and the funding is also there, so the remaining issue is to focus on organizing implementation.

In that spirit, for the 9 dossiers that have been appraised, the Deputy Prime Minister requested ministries to approve them before August 28. Tasks that have met the conditions and dossiers sent to ministries must be urgently reviewed and approved according to their authority after the meeting.

Regarding the 13 tasks that have been commented on by the Appraisal Council, the Deputy Prime Minister assigned the Ministry of Science and Technology to complete the appraisal report on August 28; by September 5, it must be approved, so that 21 tasks can start the next steps.

Along with speeding up approval, the Deputy Prime Minister requested the Ministry of Science and Technology to complete and issue the remaining circular in August, and continue to complete the legal corridor to serve the implementation of tasks.

The Deputy Prime Minister also requested that the review, synthesis, appraisal and guidance of ministries and sectors to deploy strategic technology development must be carried out continuously. If ministries and sectors have topics, research, inventions or ideas that need to be registered, the Ministry of Science and Technology will continue to guide them for implementation in the following years.

For localities, the Ministry of Science and Technology is assigned to summarize proposals to organize a meeting, thereby solving the situation of duplication and dispersion of resources.

The Deputy Prime Minister requested to clearly classify overlapping contents, contents that can be shared, and models from the Central Government that can be replicated to determine the work that localities are implementing.

Ministries and sectors continue to focus on major problems that have not yet been implemented.

Deputy Prime Minister Ho Quoc Dung requested ministries, branches, and relevant agencies to immediately deploy the assigned tasks after the meeting, with a more drastic and urgent spirit, striving to have a few strategic technology products by the end of 2026.
