Focus all resources on putting Long Thanh airport into operation in December 2026

On July 31, in Hanoi, Member of the Party Central Committee, Minister of Construction Tran Hong Minh chaired a conference to review the work in July and deploy key tasks for August 2026 of the Construction sector.

At the conference, Chief of Office of the Ministry of Construction Lam Van Hoang presented a summary report on the results of key tasks in July and the plan to deploy key tasks in August 2026.

According to Mr. Lam Van Hoang, in the field of planning and infrastructure development, the Ministry of Construction has implemented many important tasks on schedule, implemented adjustments to specialized traffic planning in a synchronous direction with the goal of "double-digit" growth; advised the Government to submit to the National Assembly the investment policy for the Ring Road 5 Project - Hanoi Capital Region and adjusted the investment policy for the Lao Cai - Hanoi - Hai Phong railway project.

The field of urban development, housing and the real estate market continue to record many positive results. To date, the whole country has 899 urban areas; Quang Ninh and Bac Ninh are recognized as meeting the criteria of type I urban areas.

For the Project to invest in building at least 1 million social housing apartments, there are currently 875 projects being implemented nationwide with a scale of nearly 772 thousand apartments, reaching about 77% of the Project's objectives, creating an important foundation for implementing the goal of social housing development in the coming period.

In addition to evaluating the achieved results, the conference also clearly identified key tasks in August 2026. Accordingly, the Ministry of Construction will focus on completing the dossiers of the draft Law on Architecture, Law on Housing (amended), Law on Real Estate Business (amended) to submit to the National Assembly according to the plan; submitting to the Government for promulgation 1 Decree and 8 Circulars according to the 2026 legal normative document development program.

In the field of construction, the Ministry continues to complete the National Smart City Development Orientation for the period 2026-2030, vision to 2045; build mechanisms and policies for managing and exploiting underground space; review and evaluate the implementation of the Project to invest in building at least 1 million social housing apartments to promptly propose adjustments and supplements suitable to practical requirements; complete databases, standard systems, technical regulations; promote research, application of science, technology and innovation in the management fields of the industry.

Concluding the conference, Minister Tran Hong Minh said that the workload from now until the end of the year is still very large, while the growth requirement for the construction sector reaches 18.2%, along with more than 26,000 billion VND of public investment capital to be disbursed and 66 legal normative documents to be completed, so the entire sector must continue to innovate thinking, improve responsibility, and act decisively, not to let delays, avoidances, and pushing of work occur.

Regarding construction investment projects, Minister Tran Hong Minh requested the heads of project management boards to directly inspect the site, be responsible for the implementation progress; proactively remove difficulties and obstacles, strive to complete the remaining items to deploy toll collection for expressways according to the plan, and at the same time focus all resources to put Long Thanh International Airport into operation in December 2026 according to the plan.

Emphasizing that disbursing public investment capital is the top political task, Minister Tran Hong Minh requested the Deputy Ministers of Construction to strengthen on-site inspections, directly work with localities to remove difficulties; Project Management Boards commit to monthly disbursement progress and be responsible to the Minister for the implementation results; units continue to promote digital transformation, develop science, technology, and innovation; tighten administrative discipline and order; promote the role and responsibility of heads; take the results of task implementation, progress of key projects and effectiveness in serving people and businesses as a measure to evaluate management capacity.
