Procedures for arranging principals, vice principals, and accountants when arranging schools in Hanoi
Hanoi - The city clearly stipulates the process of arranging principals, vice principals, accountants... when arranging schools.
Hanoi City People's Committee has just issued a document on personnel arrangement when arranging public non-business units in the field of education under the management authority of the Department of Education and Training and commune-level People's Committees.
The document clearly stipulates the personnel work process for schools as follows:
For school administrators
Based on the 2025 Law on Civil Servants, Decree No. 259/2026/ND-CP dated June 30, 2026 of the Government on recruitment, use and management of civil servants, regulations of the Hanoi City Party Committee on decentralization of management and planning of cadres, the Department of Education and Training, Commune People's Committees develop personnel plans, report to Party committees according to working regulations and implement the cadre work process for schools and affiliated centers.
For schools under the commune-level People's Committee:
Step 1: The commune-level People's Committee develops principles, criteria, and detailed conditions on personnel arrangement, and reports to the Standing Committee of the Party Committee for approval (through the Party Building Committee). Before reporting to the Party Committee, the commune-level People's Committee needs to ask for professional opinions from the Department of Education and Training for personnel expected to be appointed in case of considering the plan to mobilize personnel sources from other places (due to lack of local personnel sources).
Step 2: The commune-level People's Committee reports to the Standing Committee of the Party Committee for approval (through the Party Building Committee) on the personnel plan for school management officials according to management decentralization.
Step 3: After having the unanimous opinion of the Standing Committee of the Party Committee, the Chairman of the Commune-level People's Committee shall implement the procedure for appointing principals and vice-principals according to regulations; decide to transfer and appoint for cases of management officials transferring to other units.
For schools under the Department of Education and Training:
Step 1: Based on relevant regulations, orientations, and principles for personnel arrangement stated in this document, the leadership collective of the Department of Education and Training discusses and agrees on principles, criteria, and detailed conditions for personnel arrangement, thereby proposing specific personnel plans to seek opinions from the Department Party Committee.
Step 2: After receiving the opinion of the Party Committee of the Department on the personnel plan, the collective leadership of the Department of Education and Training reports to the Standing Committee of the Party Committee of the City People's Committee to request approval of the policy of consolidating heads of schools and centers under the Department of Education and Training.
Step 3: After having the unanimous opinion of the Standing Committee of the Party Committee of the City People's Committee on the policy of consolidating the heads of schools and centers under the Department of Education and Training, the Director of the Department of Education and Training shall implement the procedure for appointing principals and vice principals according to regulations; decide to transfer and appoint for cases where management officials are transferred to other units. After arrangement, cases where school and center management officials wish and meet the requirements according to the provisions of Clause 1, Article 2 of Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government are resolved to retire to enjoy the staff streamlining regime.
For school officials and staff
Out of the total number of accounting and clerical staff currently available, the Department of Education and Training and the Commune-level People's Committee proactively develop specific criteria and conditions to arrange according to the above-mentioned quantitative framework.
For the remaining cases, based on the requirements of work tasks, professional qualifications and capacity, and work strengths, they can be arranged for suitable job positions or resolved for retirement to enjoy staff streamlining benefits.
In the process of implementation, if there are difficulties or problems, units should promptly report to the City People's Committee for consideration and resolution. The City People's Committee assigns the Department of Education and Training to preside over and summarize the results to report to the City People's Committee according to regulations.
