End the implementation of policies for subjects affected by the restructuring of the apparatus on August 31
Conclusion No. 186-KL/TW requires the implementation of the settlement of regimes and policies for subjects affected by the restructuring of the apparatus, ending on August 31.
The Politburo and the Secretariat have just issued Conclusion No. 186-KL/TW on the situation and results of the operation of the political system and local government at both levels.
In Conclusion No. 186-KL/TW, the Politburo and the Secretariat requested provincial Party Committees, city Party Committees, and Party Committees directly under the Central Government to strictly implement the directives and conclusions of the Politburo, the Secretariat, and the Government on resolving regimes and policies for subjects affected by the reorganization of the apparatus and administrative units of the political system; end the implementation of regimes and policies on August 31, 2025;
Urgently organize and direct relevant units to participate in training programs, foster and update regular knowledge on Party work, Party members, state management of socio-economics, national defense and security, etc.;
Disseminate and disseminate the conclusions, regulations and instructions of the Central Government on the organization and operation model of the local government apparatus; focus on improving knowledge and administrative management skills for cadres in remote areas and places with limited conditions and access to digital technology.
Departments, ministries, branches and localities continue to promote the implementation of tasks stated in Plan No. 02-KH/BCD, dated June 19, 2025 of the Steering Committee for Resolution 57 on digital transformation in the political system, especially the contents related to data digitalization, construction, connection of databases, operation of online public services to serve people and businesses...; focus on overcoming shortcomings and limitations in legality, infrastructure, data, people... stated in the Supervisory Report of the Central Inspection Committee; clearly identify the implementation content and completion timeline.
Previously, in Conclusion No. 183-KL/TW of the Politburo, the Secretariat also assigned ministries, departments, branches and localities to direct the handling and final settlement of regimes and policies for cadres and civil servants affected by the organizational arrangement before August 31, 2025; after this time, it will end.
The Ministry of Home Affairs has issued Official Letter No. 6383/BNV-TCBC to central and local agencies on the implementation of Conclusion No. 183-KL/TW of the Politburo and the Secretariat.
The Ministry of Home Affairs requests ministries, departments, branches and localities to promptly arrange funding, completely resolve the payment of policies and regimes to the subjects, ensuring completion before August 31, 2025.
