The National Assembly will consider establishing Dong Nai City directly under the Central Government in April
The National Assembly will consider and approve the draft Resolution on the establishment of Dong Nai City directly under the Central Government at the First Session at the end of April.
On the morning of April 12, at the First Session, the 16th National Assembly, with 457/457 delegates participating in the vote in favor, the National Assembly approved the adjustment and supplementation of the program for the 2nd session of the First Session.
The National Assembly adds 4 contents to the program of the First Session for the National Assembly to consider and approve, including:
1. Draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies for Vietnamese cultural development.
2. Draft Resolution of the National Assembly on piloting the institution of public lawyers.
3. Draft Resolution of the National Assembly on the establishment of Dong Nai City directly under the Central Government.
4. Draft Resolution of the National Assembly on specific mechanisms and policies to handle violations of land law by organizations and individuals occurring before the 2024 Land Law takes effect and solutions to continue removing difficulties and obstacles for prolonged backlog projects.
The National Assembly adjusts the implementation time for some related contents to be appropriate and arranges more content in sessions that currently have reserve time. At the same time, the National Assembly works for another 1/2 day, expected to close in the afternoon of April 23.

Previously, at the 2nd plenary session held on April 10, the Law and Justice Committee considered the Government's Submission on the Project to establish 10 wards under Dong Nai province and the Project to establish Dong Nai City directly under the Central Government.
Emphasizing from the practical basis, the Minister of Home Affairs stated clearly that Dong Nai holds a particularly important position in the Southeast region and the whole country, and is a strategic area both economically and in terms of national defense and security.
In 2025, the province's GRDP reached about 677,932 billion VND, budget revenue over 102,000 billion VND, GRDP per capita reached 150.86 million VND, contributing about 5% of the country's GDP.
Along with that, the infrastructure system of transportation, industry, services, and logistics continues to be invested synchronously; in particular, Long Thanh International Airport is identified as a new driving force for Dong Nai to rise to become an important growth pole, an economic connection center and a gateway for international integration of the Southern region.
From those premises, the Government proposed to establish 10 wards: Long Thanh, Nhon Trach, Trang Bom, Xuan Loc, Dau Giay, Tan Phu, Tri An, Dong Phu, Tan Khai and Loc Ninh based on the original natural area and population size of 10 communes with the same name.
At the same time, establishing Dong Nai City directly under the Central Government on the basis of the original state of the entire natural area of 12,737.18 km2, population size of 4,491,408 people of Dong Nai province.
After the arrangement, Dong Nai City did not change in area and population, but the administrative unit structure at commune level was adjusted in the direction of increasing the number of wards from 23 to 33, reducing the number of communes from 72 to 62, bringing the urbanization rate to 54.10%.
According to the assessment in the Government's dossier, the establishment of 10 wards is a necessary condition to complete the standards for establishing centrally-run cities.
The Government said that 10 communes planned to establish wards all meet 5/5 of the ward's standards. Meanwhile, for Dong Nai City directly under the Central Government, the locality has met 5/7 standards and will complete the remaining 2 standards after the National Assembly Standing Committee considers and gives opinions.
Thus, it is expected that in the 2nd session of the session, from April 20-23, the National Assembly will consider and approve this resolution.
