Delegate Trinh Thi Tu Anh (Lam Dong) said that regarding the development of education and training, current regulations do not have clear policies on developing the public school system; have not identified a sufficiently clear mechanism to develop the public high school network at the rate of population growth.

At the same time, there is no "guaranteed reception capacity" orientation for the public school system; public school development has not been linked to the actual needs of each urban area.

Every year, Hanoi has about 140,000-150,000 secondary school graduates, while the quota for the public high school system is only about 80,000 places.

This leads to only about half of students having the opportunity to enter public schools. The 10th grade entrance exam is therefore always very competitive, and is assessed by society as one of the exams with the greatest pressure on secondary school students.

According to the delegate, this pressure is not only in the exam, but also lasts throughout the 9th grade learning process, leading to the phenomenon of extra classes and tutoring becoming common, affecting the rest time and psychology of students at a very young age.
