Hung Yen gives opinions on the High-Tech Park Project and the establishment of a Free Economic Zone

Hung Yen - Hung Yen province continues to complete the High-Tech Park Project and the Project on establishing a Free Economic Zone to submit to competent authorities for consideration.

On July 21, Chairman of Hung Yen Provincial People's Committee Nguyen Manh Quyen chaired a meeting to listen to departments and branches report on the High-Tech Park Project and the Project to establish the Free Economic Zone of Hung Yen province.

According to the report, Hung Yen High-Tech Park is expected to be planned in Hoan Long and Viet Yen communes with a research scale of about 46.1ha. To date, the Department of Science and Technology has coordinated with departments and branches to complete the Project based on receiving appraisal opinions from 11 central ministries and branches and completing dossiers to submit to the Prime Minister.

The project identifies the development of the High-Tech Park according to 5 goals, 10 pillars and a 3-stage roadmap, aiming to build a center for research, innovation and high-tech production in the Red River Delta region and the whole country. The pillars focus on research and development, smart production, green technology, technology commercialization, logistics, digital infrastructure, training high-quality human resources, innovative startups and international cooperation.

At the meeting, Chairman of the Provincial People's Committee Nguyen Manh Quyen proposed to continue reviewing and completing the Project to ensure strict legal basis, synchronization with the current legal system; emphasizing the goal of building the high-tech park into a modern innovation ecosystem, capable of attracting large technology corporations and strategic investors; steadfastly orienting high-tech development, not chasing after the goal of filling the area.

The Chairman of the Provincial People's Committee requested that after the Project is approved and the high-tech zone is established, the province will simultaneously deploy investment attraction, site clearance, creating clean land funds and synchronously investing in transportation, electricity, water, and telecommunications infrastructure; and at the same time develop a plan to develop high-quality human resources, attract experts and develop social institutions such as housing, schools, medical facilities, and commercial centers.

Also at the meeting, Hung Yen Provincial People's Committee gave opinions on the Project to establish Hung Yen Free Economic Zone. According to the Management Board of the Economic Zone and Industrial Parks of the province and the consulting unit, the Free Economic Zone is formed on the basis of Thai Binh Economic Zone, aiming to exploit the advantages of geographical location, transport infrastructure, logistics and development space after merger, creating strong enough mechanisms and policies to attract investment and promote rapid and sustainable growth.

Concluding this content, Chairman of the Provincial People's Committee Nguyen Manh Quyen highly appreciated the consulting unit for building the Project methodically and scientifically; and at the same time requested the Management Board of Economic Zones and Industrial Parks of the province to coordinate with departments and branches to urgently receive opinions from central ministries and branches and delegates to complete the dossier.

The Chairman of the Provincial People's Committee proposed to maintain the orientation of building 31 mechanisms and policies, continue to clarify the legal basis, feasibility and implementation roadmap; and proactively prepare planning and technical infrastructure, coordinate with the Ministry of Finance to complete dossiers, and be ready to attract strategic investors as soon as the Free Economic Zone is approved by competent authorities.
