In Conclusion No. 195-KL/TW, the Politburo and the Secretariat have requested the Government Party Committee to lead and direct ministries, ministerial-level agencies, and agencies under the Government to urgently complete the proposal for a plan to reorganize public service units, reorganize state-owned enterprises and the apparatus within enterprises under the management authority of ministries, ministerial-level agencies, agencies under the Government and localities in accordance with the new situation; to be completed in October 2025.

In Official Dispatch No. 59-CV/BCD of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW on the arrangement of public service units, state-owned enterprises and focal points within agencies and organizations in the political system, it was stated that the Standing Committee of the Government Party Committee was required to lead and direct ministries, ministerial-level agencies, and agencies under the Government to continue reviewing the organization of the apparatus, ensuring effective, efficient and efficient operations;

In which, the Ministry of Finance shall preside over: Coordinate with the Ministry of Home Affairs, relevant ministries and branches of state-owned enterprise management to study and propose plans to arrange state-owned enterprises and the apparatus within enterprises under the management authority of ministries, ministerial-level agencies, government agencies and localities in accordance with the new situation. Synthesize the results, advise the Standing Committee of the Government Party Committee to report to the Politburo, the Secretariat, and the Steering Committee.

The Ministry of Home Affairs shall preside over: Coordinate with the Ministry of Finance, relevant ministries and branches to study and propose plans to arrange professional units under the management authority of ministries, ministerial-level agencies, government agencies and localities. Coordinate with the Ministry of Education and Training, the Ministry of Health and relevant ministries and branches to study and propose plans to reorganize schools, educational institutions, and medical facilities under the management authority of the Ministry of Education and Training, the Ministry of Health, ministries, branches and localities in accordance with the new situation. Advising the Standing Committee of the Government Party Committee to report to the Politburo, the Secretariat, and the Steering Committee.

The Standing Committee of the Party Committee of the Ministry of Education and Training coordinates with the Standing Committees of Party Committees, branches, agencies, units, and Central organizations and the Standing Committees of Provincial and Municipal Party Committees (competent to lead and manage universities) to study and propose a model of Party organization in universities to ensure Correspondence and synchronization with the arrangement of universities, and report to the Steering Committee (through the Central Organizing Committee).

The National Assembly Party Committee Standing Committee coordinates with the Government Party Committee Standing Committee to lead and direct the research and proposal of amendments and supplements to promulgate laws and resolutions according to its authority to create a legal basis for the implementation of the arrangement of vocational units, schools, educational institutions, medical facilities, and state-owned enterprises.
