Proposal to authorize the signing of documents of the Chairman of the Commune People's Committee

Accordingly, the draft Decree clearly states that the Chairman of the Commune People's Committee signs the following documents:

Decisions of the People's Committee at the commune level; submissions, reports, and administrative documents of the People's Committee at the commune level sent to the superior state agency, the Party Committee at the commune level, and the People's Council at the commune level;

Other decisions and administrative documents under the authority prescribed by the Law on Organization of Local Government.

The Vice Chairman of the People's Committee shall sign and replace the Chairman of the People's Committee at the commune level with documents in the assigned areas.

In addition to signing documents on the assigned areas under the authority of the Chairman of the People's Committee, the Vice Chairman of the People's Committee assigned by the Chairman of the People's Committee shall also sign documents under the authority of the Chairman of the People's Committee at the commune level when the Chairman is absent.

The Chief of Office signs the order of the Chairman of the People's Committee at the commune level to sign a document announcing the conclusion of the Chairman and Vice Chairman of the People's Committee at the meeting of the People's Committee at the commune level and other documents and papers as assigned by the Chairman of the People's Committee at the commune level.

The Office is responsible for issuing electronic documents of the People's Council, the Standing Committee of the People's Council, the Commune People's Council Committees, the Commune People's Committee and the Chairman of the Commune People's Committee according to the Government's regulations on document work.

Legal documents issued by the People's Council and People's Committee at the commune level must be promptly and fully publicized on the Commune-level Electronic Information Page and information on local mass media according to the provisions of the Law on Promulgation of Legal Documents and documents guiding the implementation, except in cases of state secrets; and sent to the provincial-level Electronic Announcement system according to regulations.

Documents issued by the People's Committee and Chairman of the People's Committee at the commune level must be classified, scientifically archived and updated promptly. The storage of records and documents is done simultaneously with paper copies of required legal documents and electronic records on the agency's archiving system, ensuring safety, confidentiality and convenience in searching.

The Chief of Office is responsible for organizing the management, updating, archiving and exploitation of issued and received documents of the People's Committee at the commune level; carrying out the archiving of documents according to the provisions of law on documents, archives and Working Regulations of the People's Committee at the commune level.
