On April 23, the National Assembly Standing Committee gave its opinion on reporting on a number of issues on the drafting of a Resolution amending and supplementing a number of articles of the National Assembly Session Regulations.
Reporting on this content, General Secretary and Head of the National Assembly Office Le Quang Tung said that the Drafting Committee proposed regulations on cases where it is necessary to meet practical requirements, the opening date of the regular session of the National Assembly may be different from the times fixed in the Internal Regulations and decided by the National Assembly Standing Committee.
Some other important issues are also supplemented and revised, such as not having strict regulations on the time allowed for extension of the session (Current regulations only allow for extension of no more than 30 minutes of the morning session and 60 minutes of the afternoon session).
Speaking at the meeting, Politburo member and National Assembly Chairman Tran Thanh Man highly appreciated the Drafting Committee for having prepared a dossier to draft the Resolution very fully.
The National Assembly Chairman said that it is necessary to publicize the discussion minutes for National Assembly deputies, including group discussion and hall discussion.
At the same time, improve the quality of discussions, stipulate time to avoid spreading, each opinion must focus on the focus of the issue.
"There are days when we discuss one session but there are many problems. Meanwhile, it is only necessary for the drafting unit to be clear. Therefore, we should apply it flexibly to switch to other items to avoid wasting time - the National Assembly Chairman said and emphasized that to avoid the situation of having articles ready and then having to read them in the National Assembly.
The National Assembly Chairman added that delegates are encouraged to speak but must be carefully prepared, even sent to the Secretariat in advance to facilitate the synthesis.
In addition, National Assembly Chairman Tran Thanh Man added that in the coming time, the National Assembly must increase interaction with voters, not just National Assembly deputies who meet voters periodically before and after each session.
