Commune level establishes essential multi-sector, multi-field public service units
The commune level establishes a public service unit to perform essential basic public services in many sectors and fields, including the functions and tasks of agricultural extension.
On October 5, according to the Communist Party of Vietnam Electronic Information Portal, the Central Party Office issued Notice No. 371-TB/VPTW announcing the Conclusion of General Secretary To Lam at the working session with the Ministry of Home Affairs on the system of public service units performing agricultural promotion tasks in localities when operating the 2-level local government model.
Accordingly, on October 3, at the Party Central Committee Headquarters, General Secretary To Lam chaired a working session with the Ministry of Home Affairs and the Ministry of Agriculture and Environment on the system of public service units performing agricultural promotion tasks in localities when operating the 2-level local government model.
After listening to the report of the Ministry of Home Affairs and the opinions of the delegates, General Secretary To Lam concluded as follows:
It is necessary to thoroughly grasp and fully recognize the role and importance of agriculture and the task of developing agriculture in economic and social development, building new rural areas, improving people's lives in the spirit of "agriculture is a national advantage, a pillar of the economy"; identify agricultural promotion as an important task of the commune-level government, agricultural promotion must be linked to the grassroots, linked to the fields.
Regarding the organizational model: The provincial and municipal levels maintain agricultural extension centers, mainly providing guidance, coordination, urging, inspecting and supporting the commune level in implementing agricultural extension work. Do not organize regional and inter-commune agricultural promotion stations.
The commune level establishes a public service unit to perform essential public services in many sectors and fields, including the function and task of agricultural promotion; the commune-level Party Committee and government must pay attention to directing the implementation of agricultural promotion work well, not "white-king" the public service unit.
Continue to consolidate and improve the effectiveness of the activities of Community Agricultural Extension Teams, increase propaganda to disseminate knowledge, production experience, support and guide farmers to link up agricultural production development.
Based on the agricultural promotion cadres at the provincial level and regional and inter-commune agricultural promotion stations, it will be assigned to communes, coordinating with cadres working in the agricultural and environmental sector in existing communes, ensuring that each commune has at least 5-6 agricultural promotion cadres, without increasing the total number of agricultural promotion cadres.
The Government Party Committee directs the Party Committee of the Ministry of Home Affairs to coordinate with the Party Committee of the Ministry of Agriculture and Environment to urgently issue legal documents under its authority to guide localities to implement the above orientation, to be completed before October 15, 2025; localities to arrange the establishment of commune-level public service units before October 30, 2025.
