Wards in Hai Phong reorganize professional departments, appoint key personnel

Phu Lien Ward People's Committee has just organized a conference to announce decisions on the organization and personnel of professional departments under the Ward People's Committee. According to Resolution No. 18/NQ-HĐND dated June 23, 2026 of Phu Lien Ward People's Council, professional departments under Phu Lien Ward People's Committee are established and reorganized, including: Office of the People's Council and People's Committee; Department of Construction, Agriculture and Environment; Economic Department; Department of Culture - Society; Public Administrative Service Center.

The Chairman of Phu Lien Ward People's Committee also signed a decision appointing Mr. Bui Anh Phong - Head of the Economic - Infrastructure and Urban Department of the ward to hold the position of Head of the Construction, Agriculture and Environment Department of the ward; Mr. Nguyen Thanh Hung - Deputy Head of the Economic - Infrastructure and Urban Department of the ward to hold the position of Deputy Head of the Construction, Agriculture and Environment Department of the ward; Mr. Pham Duy Dong - specialist of the Economic - Infrastructure and Urban Department of the ward to hold the position of Deputy Head of the Construction, Agriculture and Environment Department of the ward, from June 24.

Mr. Vu Chi Quan - Deputy Head of the Economic - Infrastructure and Urban Department of Phu Lien ward was appointed to hold the position of Deputy Head of the Economic Department of the ward; Mr. Pham Ngoc Minh - specialist of the Economic - Infrastructure and Urban Department of the ward held the position of Deputy Head of the Economic Department of the ward. Mr. Vu Chi Quan was assigned to be in charge and manage the department's operations until the title of Head of the Economic Department of the ward is completed.

Speaking at the conference, leaders of Phu Lien ward emphasized that the establishment of the Economic Department and the Department of Construction, Agriculture and Environment stems from practical requirements to improve the effectiveness and efficiency of state management, meeting the requirements of tasks in the new period. Ward leaders requested the 2 departments to urgently implement the reception and handover of personnel, equipment, and work files; quickly stabilize the organization and fully implement tasks according to assigned functions and authority.

Units need to soon develop working regulations, work programs, clearly assign tasks to people, work, and responsibilities; ensure smooth and effective operation, not interrupt work, and not affect the settlement of administrative procedures and serving the people. For newly established Party cells, the comrade requested to quickly stabilize the organization, immediately start working, and promote the role of political nucleus in leading the implementation of tasks at agencies and units.

On this occasion, Le Chan ward also announced decisions on personnel work for specialized departments after establishment and reorganization. Accordingly, Mr. Nguyen Dong Hai was transferred and appointed to hold the position of Head of the Construction and Environment Department; Ms. Pham Thi Thanh Hoa was transferred and appointed to hold the position of Deputy Head in charge of the Economic Department. Mr. Pham Van Thai was transferred and appointed to hold the position of Deputy Head of the Construction and Environment Department. Mr. Vu Hong Van was transferred and appointed to hold the position of Deputy Head of the Construction and Environment Department.
