The whole country reduced 67%, to about 3,300 commune-level administrative units
According to initial data compiled by the Ministry of Home Affairs, after the merger, the whole country will reduce from 10,035 commune-level administrative units to about 3,300 units.
The above information was given by Mr. Phan Trung Tuan - Director of the Department of Local Government (Ministry of Home Affairs) - at a press conference providing press information of the Ministry of Home Affairs, on the morning of April 28.
Mr. Phan Trung Tuan said that according to the Central Government's unified policy on organizing a two-level local government model, the whole country is expected to reduce the number of communes and wards by 60-70% compared to the present.
The spirit of the Central Government and the General Secretary is that the commune level must be close to the people, so the scale after the merger must not be too large.
"The localities will base on the above reduction rate to conduct arrangements. Depending on the actual situation, some localities have decreased by 70%, some localities have decreased by 60%but nationwide must ensure the goal of 60-70%. Initially, we estimate after arranging, down about 67%, nationwide will be about 3,300 communes, wards and special zones" - Mr. Phan Trung Tuan said and emphasized the number of communal administrative units in the end of the National Assembly.
Based on the proposal of the Government Party Committee in the Project on arranging administrative units at all levels and organization of local governments 2 levels, the Central Executive Committee agreed on the policy at Resolution No. 60-NQ/TW of the 11th Central Conference XIII.
Accordingly, the Government has submitted to the National Assembly Standing Committee to issue Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 on the arrangement of administrative units in 2025.
At point b, Clause 2, Article 7 of this Resolution, it is stipulated that: Encourage the naming of commune-level administrative units according to the order number or the name of district-level administrative units (before arrangement) associated with the order number to facilitate the digitization and updating of information data.
According to Mr. Tuan, based on the provisions of Resolution No. 76/2025, the locality should proactively name and rename commune-level administrative units to suit local realities, ensuring that the names are easy to read, easy to remember, concise, ensure systematicity, science, in accordance with local historical and cultural traditional factors and are supported by local people.
