The Ministry of Home Affairs responds to cases of civil servants who have quit for 3 months without receiving the regime
The Ministry of Home Affairs has just responded to the payment of benefits for cadres and civil servants on leave according to Decree 178/2024 and Decree 67/2025.
Ms. Duong Thi Minh (character's name has been changed) said that she and a number of officials and civil servants quit their jobs according to the provisions of Decree 178/2024 and Decree 67/2025 in the process of reorganizing local governments at two levels.
According to the presentation, she received a decision to retire on June 26, 2025 and officially retired from July 1, 2025. The application for leave benefits must be submitted in full and on time according to regulations.
On August 26, 2025, a decision was made to supplement funding (Decision No. 700) to pay the regime for cadres and civil servants on leave according to Decree 178/2024 and Decree 67/2025. However, as of September 20, 2025, she and many other cases have not yet received the regime.
Ms. Minh reflected that after 3 months of unpaid leave, her personal and family life fell into a very difficult situation, with no means to cover living expenses. "I hope the Minister and relevant agencies will consider and resolve the issue. Respect you!" - Ms. Minh suggested.

According to the Government's regulations and the direction of the Politburo, localities are responsible for resolving policies and paying to the subjects according to regulations.
At the same time, the Ministry of Finance is responsible for guiding the use of the State budget to pay for regimes and policies and reporting to competent authorities to supplement the State budget according to the proposal of localities (if necessary).

Recently, the Ministry of Home Affairs sent an official dispatch to the Ministry of Finance on the payment of policies and regimes according to Decree No. 178/2024.
Accordingly, in Document No. 322 of the Government Party Committee, the Ministry of Home Affairs was assigned to preside over and coordinate with the Ministry of Finance, agencies and localities to direct and guide policies and regimes for cadres and civil servants affected by the organizational arrangement before August 31, 2025; after that time, it will end; report to the Government on the implementation results before August 31, 2025.
Based on Conclusion No. 183 of the Politburo, the Secretariat on the implementation of the 2-level local government model and the assigned tasks in Document No. 322 of the Government Party Committee, the Ministry of Home Affairs issued Document No. 6383 to ministries, departments, branches and localities on the implementation of Conclusion No. 183, in which specific instructions on subjects of application, time and responsibility for resolving policies and regimes.
