The Ministry of Public Security proposes to default to digital data, not to collect existing data to improve the efficiency of exploitation and management in the recently completed draft Decree.

The Ministry of Public Security is presiding over the drafting of the Decree Regulating breakthrough development mechanisms for creative activities and data exploitation of the Center for Creative and Data Exploitation (Center) under the National Data Center.

Regarding data collection and creation, the draft Decree specifies Article 11 of the Data Law in the direction of standardizing data collection and creation methods at the Center.

The consistent spirit is to prioritize electronic data, by default digital data; data already available in connected and shared databases should not be collected again; data for state management, administrative procedures, and public services must be digitized and created in accordance with regulations; data arising from the process of resolving administrative procedures and public services must be integrated and synchronized to serve long-term exploitation.

At the same time, supplementing the requirement to comply with data architecture, shared data dictionary, inspection mechanism, traceability and data labeling to serve exploitation. Thereby, ensuring intercommunication, standardization and risk management right from the input.

Regarding data exploitation, Article 6 specifies the provisions of the Data Law on data connection, sharing, coordination and exploitation, but goes further in designing a separate operating mechanism for the Center.

Regarding data sharing, Article 7 specifies the data sharing mechanism according to Article 17 of the Data Law, but solving the current gap is the lack of a data classification mechanism according to the purpose of sharing, lack of corresponding sharing conditions and lack of technical infrastructure to serve sharing in the Center environment.

The draft Decree stipulates in the direction of building infrastructure and platforms for data sharing and coordination, thereby increasing transparency, equality, reducing manual operations, increasing monitoring, traceability and ensuring safety and security in the sharing process.
