Many outstanding achievements from Resolution 4a/NQ-TLD
On the morning of August 2, the Thanh Hoa Provincial Federation of Labor held a conference to survey the implementation of Resolution 4a/NQ-TLD. Mr. Nguyen Xuan Hung - Vice President of the Vietnam General Confederation of Labor (VGCL) - attended and chaired the conference.
Many results from Resolution 4a
Speaking at the conference, Mr. Nguyen Xuan Hung - Vice President of the Vietnam General Confederation of Labor - said that in order to implement Resolution 02 of the Politburo on "Innovation of organization and operation of trade unions in the new situation", the Executive Committee of the Vietnam General Confederation of Labor issued Action Program No. 02, which sets out many important tasks for the trade union organization, especially the study of innovation of organizational models, innovation of content and methods, and improvement of the quality of trade union activities at all levels.
Based on the above requirements, the General Confederation of Labor issued Plan No.7/KH-TLD dated June 28, 2024 on surveying the implementation of Resolution 04a/NQ-TLD dated June 24, 2014 of the Executive Committee of the Vietnam General Confederation of Labor on "Improving the effectiveness of trade unions at the grassroots level to meet the requirements of the workers' movement and trade union activities in the new situation".
At the conference, Vice President of the Vietnam General Confederation of Labor Nguyen Xuan Hung suggested that delegates should discuss and carefully evaluate the implementation of Resolution 4a, especially clearly stating the difficulties, causes and proposals.

The report at the conference of the Thanh Hoa Provincial Federation of Labor as well as the opinions of delegates at the conference showed that 100% of union officials at all levels recognized the meaning and importance of issuing Resolution 4a, thereby unifying in action and achieving many specific results.
Accordingly, in 2014, the first year of implementing the resolution, the number of workers, civil servants and laborers (CNVC-LD) in the whole province was 258,000 people, but up to now this number is 365,910 people, an increase of 107,910 people; the total number of union members is currently 357,167 people, an increase of 168,921 people compared to 2014.
In general, the results achieved in the implementation of Resolution 4a by the Trade Unions at the grassroots level demonstrate the timely attention and close direction of the Provincial Federation of Labor and the Party Committee, and the coordination and facilitation of the professional government at the same level.
The work of perfecting, arranging and consolidating the trade union organization at the grassroots level has always been carried out promptly and regularly.

The movements and activities of the Trade Union at the grassroots level have gradually become more substantial, with focus and key points, oriented towards the grassroots, taking the grassroots as the area of operation, taking union members and employees as the target of mobilization, focusing on activities to care for and protect the legitimate and legal rights and interests of union members and employees.
Training, coaching and fostering work is increasingly being innovated in both content and organization methods, mainly focusing on practical topics, in accordance with the requirements of tasks in the new situation. The source of cadres who have been trained and fostered is basically of good quality, meeting the requirements of assigned tasks.
Resources for investment in facilities, equipment, offices, and offices serving basic work meet the requirements and tasks of the Trade Union at the level directly above the grassroots level.
There needs to be a policy to attract union officials
However, the implementation process also encountered many difficulties such as: The work of participating in management, representing and protecting the legitimate and legal rights and interests of employees at some levels of trade unions is still formal, especially the grassroots trade unions in the non-state economic sector.
The work of developing union members and establishing grassroots trade unions in the non-state economic sector has not kept up with the development of enterprises in the area; The collection of funds from non-state enterprises is facing many difficulties.
The team of grassroots union cadres is mostly part-time, constantly changing, lacking experience, lacking skills in union activities, passive in work, dependent on employers, so they do not boldly participate in opinions, do not dare to fight to protect the legitimate rights and interests of employees.

Delegates also focused on clearly analyzing the objective and subjective causes of limitations, including subjective causes, thereby recommending that the Party and State re-study the level of leadership position allowances in the trade union system, have policies and mechanisms to encourage and attract cadres to work in organizations, including trade union cadres.
The delegates also suggested that the Vietnam General Confederation of Labor coordinate with the Standing Committee of the Thanh Hoa Provincial Party Committee to propose to the Central Organizing Committee to unify the assignment of the quota for full-time Trade Union cadres in proportion to the number of union members and grassroots Trade Unions increasing every year, in order to ensure good performance of assigned functions and tasks in the new situation.
The working group of the Vietnam General Confederation of Labor analyzed and gave very specific comments on the reports and clearly responded to the opinions of the delegates, especially highly appreciating the efforts and synchronous implementation of Resolution 4a of the Thanh Hoa Provincial Federation of Labor.

According to Mr. Nguyen Xuan Hung - Vice President of the Vietnam General Confederation of Labor, the conference received many specific and frank statements, clearly analyzing the causes and making very appropriate proposals. Based on the synthesis and research, the Vietnam General Confederation of Labor will have appropriate mechanisms and policies to further improve the effectiveness of the activities of the Trade Union at the grassroots level to meet the requirements of the workers' movement and trade union activities in the new situation in accordance with the goals set by Resolution 4a.
