Surveying the implementation of the Resolution on building the working class

On the morning of June 19, the delegation surveyed and evaluated the results of 15 years of implementing Resolution 20-NQ/TW of the 10th Party Central Committee on "Building the Vietnamese working class in the period of accelerating industrialization and modernization" (NQ 20) and 3 years of implementing Resolution 02 of the Politburo "On innovation of organization and operation of Vietnam Trade Union in the new situation" (NQ 02) of the Vietnam General Confederation of Labor, led by Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu, and worked with the Ho Chi Minh City Labor Federation.

Mr. Phung Thai Quang - Vice President of the Ho Chi Minh City Labor Federation - said that regarding the implementation of National Target 20, over 85% of union members and employees have been disseminated or provided with information about the Party's guidelines and policies, and the State's laws and policies. Training and fostering programs to improve the educational and vocational qualifications of workers have been widely implemented, many workers have improved their skills and achieved certificates and professional degrees.

The Ho Chi Minh City Trade Union has organized many programs to care for the material and spiritual lives of union members and workers such as "Tet Sum Vay", "Spring Train" and many other cultural and sports activities.

Workers Month is an effective care model of the citys Trade Union organization in concretizing the Partys guidelines on building a working class that has been replicated and implemented by the Vietnam General Confederation of Labor nationwide...

Despite many efforts, the income of union members and employees has not yet met the needs of life, created accumulation and met the need to enjoy spiritual culture for employees. Social housing, low-income housing for workers, accommodation and nurseries for children of workers have not yet met actual needs.

In addition, the awareness of the Party Committee in some localities, agencies, units, and enterprises about the role of the working class and trade unions is sometimes and in some places not complete... Mobilizing workers to study to improve their qualifications is still difficult, because high school education is no longer held in the evening, while workers have to go to work in the morning, and there is no time to study to improve their qualifications.

Mr. Quang also recommended 4 groups of issues to continue to implement NQ 20 well.

Regarding the implementation of National Assembly No. 02, in the past 3 years, Ho Chi Minh City Trade Unions at all levels have developed nearly 433,000 union members, of which the non-state sector has developed more than 406,000 union members, establishing 3,084 grassroots unions. The "Union member welfare" program has benefited over 370,500 union members with a total amount of more than 67 billion VND.

Union at all levels have innovated the content and methods of operation, developed union members and built a strong grassroots union organization, promoting the representative role in caring for and protecting the legitimate rights and interests of union members and employees. However, the implementation of NQ 02 by some agencies and units is still confusing and not very effective. The content and methods of operation of the Trade Union organization have not kept up with the development of the economy, the educational level, technical expertise and professional skills of some workers have not yet met the requirements, said Mr. Quang.
