Innovating operating methods, building a strong working class in the new era
At the first session of the 14th Vietnam Trade Union Congress held on June 3, Standing Vice President of the Vietnam General Confederation of Labour Thai Thu Xuong presented the Review Report of the Executive Committee of the 13th Vietnam General Confederation of Labour.
Proactive leadership, flexible response to many fluctuations
According to Standing Vice President of the Vietnam General Confederation of Labour Thai Thu Xuong, the period 2023-2026 is a special term when the implementation of the Resolution of the XIII Vietnam Trade Union Congress takes place in the context of the world, regional and domestic situation having many complex and unpredictable developments.
In that context, the Executive Committee, Presidium and Standing Presidium of the VGCL have focused on leading and directing the implementation of the Resolution of the 13th Vietnam Trade Union Congress with high political determination, drastic, synchronous and responsible action spirit.
During the term, the Executive Committee of the VGCL discussed and considered 53 contents under its authority; issued 2 programs, 3 specialized resolutions, 3 conclusions; and assigned the Presidium to concretize them into guidelines and action programs to be implemented throughout the system.
The Executive Committee also directed to summarize 4 resolutions, preliminarily summarize 1 resolution and add 5 new contents outside the full-term work program to promptly meet the practical requirements of the workers' movement and trade union activities.
Notably, implementing Resolution No. 60 of the 13th Central Executive Committee of the Party, the Presidium has drastically led and directed the arrangement and consolidation of the organizational structure of the Vietnam General Confederation of Labour and affiliated units.
Many major tasks have been implemented such as orienting the model of provincial and sector-level trade union advisory and assisting agencies; building commune, ward, and special zone trade union models; ending district-level trade union activities, civil servant trade unions; not organizing trade unions in administrative agencies, armed forces and non-business units receiving 100% salaries from the State budget...
Frankly recognize limitations, determined to strongly innovate
Besides the achieved results, Ms. Thai Thu Xuong objectively assessed the limitations that still exist in the leadership and direction of the Executive Committee and the Presidium of the 13th term. Accordingly, the leadership, direction and concretization of the Resolution of the 13th Vietnam Trade Union Congress in some contents are still slow compared to the requirements. The results of implementing some targets have not met the expected expectations.
Along with that, theoretical research and practical summary work at times has not been proactive; some aspects of work are still limited, and need to continue to be invested in and innovated more strongly in the coming time.
Faced with these shortcomings, the Executive Committee and the Presidium of the XIII term seriously reviewed their responsibilities in the process of leading and directing the implementation of the Resolution of the Vietnam Trade Union Congress for the period 2023-2026.
Ms. Thai Thu Xuong proposed key groups of solutions to overcome limitations and improve operational efficiency in the next term.
First of all, focus on leading and directing the concretization and effective implementation of the goals and tasks of the Resolution of the 14th Vietnam Trade Union Congress and the Resolution of the 14th Party Congress; and at the same time strictly implement working regulations, regularly maintain self-criticism and criticism.
One of the top priorities is to promote the role and responsibility of the head; proactively overcome the limitations of the collective and each individual member of the Executive Committee and the Presidium; and at the same time continue to promote the results achieved in the past term.
According to the new term orientation, the Trade Union organization will focus on performing well the function of representing and protecting the legitimate and lawful rights and interests of union members and workers; continue to improve the organizational model, improve the quality of trade union activities, promote the pioneering and exemplary role and the spirit of innovation of union members and workers...
The Standing Vice President of the VGCL also emphasized the requirement to continue to innovate the content and methods of trade union activities in the direction of proactiveness, flexibility and rapid adaptation to changes in practice; promote administrative reform, promote innovation and digital transformation throughout the system.
On behalf of the 13th Executive Committee, Ms. Thai Thu Xuong expressed her wish that the 14th Executive Committee continue to promote the tradition of solidarity and responsibility, propose effective solutions to promote advantages and overcome limitations; thereby leading and comprehensively directing all aspects of trade union activities, successfully completing the goals and targets set out by the Resolution of the 14th Vietnam Trade Union Congress.
That is also an important premise for building a modern and strong Vietnamese working class, meeting the requirements of national development in the new era and making worthy contributions to the cause of building and protecting the Fatherland.
