- The Congress has identified 5 key goals throughout the term:

One is to perfect the organizational structure in the direction of streamlining, in line with the model of local government at 2 levels, improving the quality of activities of Commune, Ward and Grassroots Trade Unions, especially in non-state enterprises.

Two is to fully promote the role of representation, taking the protection of the legitimate and legal rights and interests of workers as a measure of effectiveness, focusing on dialogue, negotiation, improving wages, working conditions and hours, and spiritual life.

Three is to develop union members in conjunction with improving quality; focus on establishing non-state grassroots unions, building an organization that is truly a support for workers.

Four is to strongly innovate propaganda, mobilization, and application of digital transformation in management, operation, and service provision. Timely grasp the thoughts and aspirations of union members and workers.

Fifth is to improve the quality of Trade Union cadres, ensuring enough courage, intelligence, and skills; contributing to building a strong working class and a team of workers, civil servants, and laborers in Gia Lai, meeting new requirements.

What are the breakthrough solutions to improve operational efficiency and care for union members and workers in the new term?

The Resolution of the 1st Gia Lai Provincial Trade Union Congress for the 2025-2030 term has identified three groups of breakthrough solutions:

- First is the breakthrough in representation, dialogue and collective bargaining. We focus on improving the bargaining capacity of staff; organizing a model of increasing dialogue - increasing negotiation - increasing benefits; supporting the signing of quality collective labor agreements, focusing on wages, income, working conditions, and occupational safety and hygiene. At the same time, implement the program "3 care" - care according to wishes, care for occupational safety and hygiene and care for the team of grassroots trade union officials of non-state enterprises.

Second is the breakthrough in developing union members and strengthening grassroots unions. The method of mobilization will be innovative, based on the interests of union members to attract and retain union members. The third is the breakthrough in innovating methods of operation and digital transformation. We apply digital technology to union member management, operation, propaganda and real-time feedback reception, ensuring transparent and timely activities, better serving union members.

After the merger, what is the weakest step at the grassroots trade union? How does the provincial trade union resolve these bottlenecks?

- The weakest link of grassroots trade unions at present is capacity and operational efficiency. After the merger, many grassroots trade unions are still confused; most of the cadres are part-time, lacking time and skills in dialogue, negotiation, and mobilization; and weak labor dispute handling. Some units operate in a proactive manner, not focusing on solving core issues such as salary, income, working conditions, labor safety, and welfare.

To remove bottlenecks, in the first years of the term, the Provincial Trade Union will increase training and fostering grassroots trade union cadres. We open specialized professional classes, and assign specialized staff to be close to the facility to both support and provide direct guidance. Direct grassroots trade unions to develop action plans in conjunction with specific goals such as improving wages, working conditions, welfare and occupational safety.

At the same time, we will increase dialogue and negotiation with employers to sign quality collective labor agreements, ensuring substantial rights for employees. Assign full-time Trade Union officials to closely follow the area, proactively approach businesses without Trade Union organizations to advise and support the establishment and development of union members. This approach helps expand the organization in the non-state sector, creating a strong shift in the influence and influence of the Trade Union.

With more than 80,000 union members in 1,003 grassroots unions, what are the provincial unions doing to ensure their rights and promote their role?

- In the new term, we will improve the quality of participation in policy development directly related to employment, wages, social insurance, housing, and cultural institutions. Closely follow the business practices and the lives of workers to advise on amending and supplementing inappropriate regulations.

Regarding democratic implementation, the Provincial Trade Union has increased dialogue at the workplace and advised on maintaining periodic dialogue between provincial leaders and union officials, union members and workers.
