Removing bottlenecks caused by legal regulations, unlocking all development resources
Bottlenecks caused by legal regulations are gradually removed, creating breakthroughs in institutional development.
In 2025, the Central Steering Committee for Institutional and Legal Improvement gave high priority to directing the removal of bottlenecks caused by legal regulations.
Based on the review results, the Standing Agency of the Steering Committee (Party Committee of the Ministry of Justice) reported to the Steering Committee on the review results, in which: recorded 2,088 reflections and recommendations from agencies, organizations, businesses and individuals about difficulties and inadequacies in the legal system, relevant ministries and agencies identified 787 reflections and recommendations identified as difficulties and obstacles to be handled; 1,300 reflections and recommendations identified as not difficulties or obstacles, and at the same time proposed solutions to remove difficulties and obstacles caused by legal regulations.
The Government has submitted to the National Assembly to supplement 25/47 Laws to the 2025 Legislative Program of the National Assembly; The Government and ministries and sectors have promptly issued documents under their authority to handle urgent issues and remove difficulties and obstacles from practice.
Notably, the results of implementing Resolution No. 66-NQ/TW in the past time have created clear changes with many breakthroughs in the work of building and perfecting institutions and laws, meeting the requirements of national development. The goal of "in 2025, basically completing the removal of "bottleneck points" due to legal regulations" has been achieved with 462/470 (accounting for 98.3%) difficulties and obstacles due to legal regulations being handled.
According to the Ministry of Justice, it can be affirmed that the bottlenecks caused by legal regulations have basically been resolved, especially in the fields of finance, science and technology and innovation; strengthening decentralization of investment, state budget, amending tax laws, creating breakthroughs in development institutions, removing bottlenecks and barriers; putting people and businesses at the center, in order to mobilize and unlock all resources; promoting the development of a socialist-oriented market economy, creating favorable conditions for the private economy to become an important driving force of the national economy.
Ministries and sectors have reviewed and substantially reduced business investment conditions, with the reduction rate reaching from 30% to nearly 40% in some fields, in order to reduce compliance costs and promote a competitive environment.
In 2026, in the work of building and perfecting institutions, it is determined to continue to promote the reduction of administrative procedures, simplification, and reduction of investment and business conditions, and unreasonable administrative procedures.
Regarding this issue, at the Government press conference on February 4, Deputy Minister of Justice Nguyen Thanh Tu said that Resolution No. 01/NQ-CP in 2026 has set requirements for perfecting institutions and laws. In particular, the issue of perfecting laws and improving the efficiency and quality of law enforcement is one of the key tasks of the Government in 2026.
The Deputy Minister said that in the 2026 Legislative Program, the Government is expected to submit to the National Assembly for consideration and approval 44 draft laws and legal normative resolutions, including many documents directly related to the production and business activities of enterprises such as the Competition Law, the Law amending and supplementing a number of articles of the Customs Law; the Law amending and supplementing a number of articles of the Law on Supporting Small and Medium Enterprises.... ; or related to localities such as the Capital Law (amended).
The Ministry of Justice will coordinate with ministries and sectors to conduct reviews, so that in the process of amending, supplementing, and building 44 laws and resolutions to submit to the National Assembly, it will focus on decentralization and delegation of power, issues of administrative reform, and improvement of the investment and business environment to support people and businesses" - the Deputy Minister said.
