Remove more than 98% of bottlenecks due to legal regulations in 2025
In 2025, the removal of "bottlenecks" due to legal regulations has been basically completed, reaching 98.3%.
On the afternoon of January 17, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh - Head of the Government Steering Committee on reviewing and organizing the implementation of handling problems in the legal system chaired the 7th meeting of the Steering Committee.
Speaking at the opening of the meeting, the Prime Minister emphasized that the work of building and perfecting institutions is a "breakthrough of breakthroughs" in 3 strategic breakthroughs; both a goal, a driving force, and a resource for development.
In 2025, institutional building and improvement has been vigorously implemented, achieving many important results, with the largest volume of legislations ever, the thinking of law-making has undergone fundamental innovation.
Of which, the Government has submitted to the National Assembly for approval 99 laws and resolutions, at the 10th Session of the 15th National Assembly alone, 55 laws and resolutions were issued, including many special mechanisms and policies that create breakthrough momentum to implement the strategic resolutions of the Politburo; issued 374 decrees.
The head of the Government said that in recent times, the Party, National Assembly, and Government have been determined to thoroughly remove legal barriers, changing the state from "bottleneck of bottlenecks" to "breakthrough of breakthroughs", a national competitive advantage, to unlock resources, create a legal corridor and foundation for development.
According to the Prime Minister, implementing Resolution No. 66-NQ/TW of the Politburo, in 2025, we have basically completed the removal of "bottlenecks" due to legal regulations, reaching 98.3%.
In particular, focusing mainly on areas such as: Handling problems and shortcomings in legal documents, promptly and effectively institutionalizing the Party's resolutions, especially Resolutions No. 57-NQ/TW, Resolution No. 59-NQ/TW, Resolution No. 66-NQ/TW, Resolution No. 68-NQ/TW, Resolution No. 71-NQ/TW, Resolution No. 72-NQ/TW... of the Politburo.
Handling legal issues arising from the arrangement of the apparatus related to local government at 2 levels in conjunction with decentralization and delegation of authority; implementing the removal of difficulties and obstacles due to legal regulations, serving development; resolutely simplifying and reducing administrative procedures.
Thereby, implementing the 2025 growth target of 8% or more, associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; implementing the goal of rapid and sustainable development, harmonious development between the economy and society and environmental protection, ensuring national defense and security.
The Prime Minister requested that at the meeting, members of the Steering Committee focus on discussing and giving opinions on objective and comprehensive assessments of the results, roadmaps, and handling plans for the contents, reflections, and recommendations that have been pointed out during the term but have not been handled; have been compiled in the report of the Ministry of Justice on the results of handling and removing difficulties, obstacles, and "bottlenecks" due to legal regulations from 2020 to present, especially in 2025.
At the same time, give opinions on the 2026 operation plan of the Steering Committee being proposed by the Ministry of Justice on the General Review Plan, in the spirit of 6 clear: Clear people, clear work, clear time, clear results, clear responsibilities, clear authority.
