Hanoi removes obstacles to foreign labor regulations
In order to remove obstacles in implementing Decree 219, the Hanoi Department of Home Affairs organized training for 150 enterprises and units.
On September 19, the Hanoi Department of Home Affairs held a training conference on Decree 219/2025/ND-CP dated August 7, 2025 of the Government regulating foreign workers working in Vietnam. The conference was attended by representatives of 150 enterprises, units and organizations employing foreign workers in Hanoi City and hundreds of other delegates watching online.
According to Deputy Director of the Hanoi Department of Home Affairs Nguyen Tay Nam, Decree 219 creates a foundation to ensure the legitimate rights of foreign workers, meet the needs of high-quality human resources of enterprises, and at the same time contribute to improving competitiveness, attracting investment and ensuring security and social order.
After Decree 219 was issued, the Hanoi Department of Home Affairs advised the City People's Committee to issue Decision No. 4464/QD-UBND dated August 27, 2025 authorizing the Department of Home Affairs to carry out State management tasks for foreign workers working in Vietnam. The Hanoi Department of Home Affairs will issue licenses to foreign workers to employers with headquarters, branches, and representative offices outside industrial parks and high-tech parks in the city.
At the conference, representatives of many enterprises raised questions to propose more clarification on labor contracts for foreigners, labor licensing for foreigners, internal travel within enterprises...
Mr. Nguyen Tay Nam requested to synthesize all the contents in the training program and compile it into reference documents sent to units, organizations and enterprises located in Hanoi City to serve the practical implementation of Decree No. 219.
