Hanoi and Ho Chi Minh City need to apply economic tools to control gasoline vehicles
The Deputy Prime Minister requested Hanoi and Ho Chi Minh City to study the application of economic tools to replace administrative orders in controlling and converting gasoline and oil vehicles.
That is the content of Notice No. 490/TB-VPCP dated September 17, 2025, the conclusion of Deputy Prime Minister Tran Hong Ha on implementing the conclusion and direction on handling air pollution and pollution of rivers in Hanoi and Ho Chi Minh City; National Action Plan on overcoming pollution and managing air quality.
In the coming time, the Deputy Prime Minister requested the Ministry of Agriculture and Environment to preside over and coordinate with relevant ministries, branches and localities (Ministry of Home Affairs, Ministry of Public Security...), urgently complete and submit to the Prime Minister a comprehensive plan to handle environmental pollution with a comprehensive approach to all pollution factors (air, water, solid waste...).
In the immediate future, focusing on handling air pollution, the plan needs to include 34 specific plans of localities.
Choosing Hanoi and Ho Chi Minh City, the two urban areas most affected by pollution pressure, as the focus to develop a plan with breakthrough solutions, thereby expanding to the whole country.
It is necessary to accurately assess the current state of air pollution with AQI indicators of PM2.5, SO2, CO, NO2... on average daily, weekly, monthly, quarterly, and annual to set the target index to be achieved for 5 years and the roadmap to be reduced and achieved annually.
The Ministry of Construction reviews and issues regulations, standards/regulations on urban planning to integrate infrastructure for green transportation, including the charging station system, the necessary infrastructure for replacement battery charging stations, to be completed in the fourth quarter of 2025.
Preside over and coordinate with the Ministry of Science and Technology, the Ministry of Public Security and relevant agencies to issue national technical regulations on safety for apartments (existing apartments, newly built apartments) with electric vehicle charging stations/charging stations. Complete before October 15.
The Ministry of Construction coordinates with the People's Committee of Hanoi and the People's Committee of Ho Chi Minh City to develop and submit to the Government a roadmap for developing a synchronous and modern public transport system ( underground boat, elevated train, clean energy bus...).
Propose breakthrough mechanisms and policies to attract private investment, support people to use public transport and green transport, and report to the Prime Minister in October 2025.
The Ministry of Construction shall preside over and coordinate with relevant ministries and branches to study and propose amendments to regulations on emission inspection of road motor vehicles in the direction of tightening management of old vehicles that do not meet environmental standards, to be completed in the fourth quarter of 2025.
The People's Committees of Hanoi and Ho Chi Minh City need to focus on developing and promulgating a detailed, comprehensive Action Plan with a specific roadmap, reporting to the Prime Minister before approving.
Announce early and publicize the roadmap for the transition to green means of transport, along with specific and feasible support policies for people and businesses to agree and implement.
At the same time, the two cities must review and re-plan industrial parks, industrial clusters, and craft villages; develop roadmaps and mechanisms and policies to relocate polluting facilities out of inner-city and residential areas.
Research and apply economic tools to replace administrative orders in management, control, and conversion of means of transport using fossil fuels that do not meet environmental standards and regulations and have solutions to strictly control emissions, dust and noise from construction works and activities.
