Allowance for Village Head, Party Cell Secretary, Head of Front Work Committee in Vinh Long

The Legal Consulting Department of Lao Dong Newspaper said that, according to Article 15 of Decree 185/2026/ND-CP, the State budget implements a monthly allowance fund (including social insurance contribution support) for non-specialized workers in villages and residential groups.

Accordingly, based on the allowance fund contracted by the State budget; the ability to balance local budgets; relevant legal regulations and the specific characteristics of each area, the Provincial People's Committee will submit to the People's Council of the same level to decide on specific related contents.

In Vinh Long, according to Resolution No. 28/2026/NQ-HDND of the Provincial People's Council Regulating regimes and policies for non-specialized workers in hamlets, wards, and neighborhoods; the number, titles, regimes, and policies for people participating in activities in hamlets, wards, and neighborhoods and the level of contracted funding for the operation of hamlets, wards, and neighborhoods in Vinh Long province, then:

For the title of non-specialized worker working in hamlets with 700 or more households; hamlets and neighborhoods with 1,000 or more households; hamlets, neighborhoods, and neighborhoods belonging to key commune-level administrative units on national defense according to the decision of competent authorities; hamlets, neighborhoods, and neighborhoods belonging to commune-level administrative units in border areas, and particularly difficult hamlets, the monthly allowance level (including social insurance contribution support) is paid as follows:

The Party Cell Secretary receives a monthly allowance equal to 2.67 times the base salary/month.

Heads of hamlets, clusters, neighborhoods or Heads of People's Committees of hamlets and clusters receive monthly allowances equal to 2.67 times the base salary/month.

Head of the Fatherland Front Working Committee receives a monthly allowance equal to 2.67 times the base salary/month.

Non-specialized workers in hamlets, wards, and neighborhoods mentioned in Points a, b, c Clause 1 of this Article who have a professional degree or higher are supported monthly as follows: Having a university degree or higher is additionally supported 0.33 times the basic salary/person/month; having a college or intermediate degree is additionally supported 0.13 times the basic salary/person/month.

For non-specialized positions working in hamlets, wards, and neighborhoods that are not specified in Clause 1 of this Article, the monthly allowance level (including social insurance contribution support) is paid as follows:

The Party Cell Secretary receives a monthly allowance equal to 2.17 times the base salary/month.

Heads of hamlets, wards, neighborhoods or Heads of People's Committees of hamlets and wards receive monthly allowances equal to 2.17 times the base salary/month.

Head of the Fatherland Front Working Committee receives a monthly allowance equal to 2.17 times the base salary/month.

Non-specialized workers in hamlets, wards, and neighborhoods mentioned in Points a, b, c Clause 2 of this article who have a professional degree or higher are supported monthly as follows: Having a university degree or higher is additionally supported 0.33 times the basic salary/person/month; having a college or intermediate degree is additionally supported 0.13 times the basic salary/person/month.

The base salary from July 1, 2026 is 2,530,000 VND, so the allowance for Village Heads, Party Cell Secretaries, and Heads of Front Work Committees in Vinh Long is as follows:
