Allowances for Village Heads, Party Cell Secretaries, and Heads of Fatherland Front Committees in Hung Yen from July 1st

The Labor Law Consulting Department said that, according to Article 15 of Decree 185/2026/ND-CP, the State budget implements a monthly allowance fund (including social insurance contribution support) for non-specialized workers in villages and residential groups.

Accordingly, based on the allowance fund contracted by the State budget; the ability to balance local budgets; relevant legal regulations and the specific characteristics of each area, the Provincial People's Committee will submit to the People's Council of the same level to decide on specific related contents.

In Hung Yen, Resolution 12/2026/NQ-HDND of the Provincial People's Council on Regulations on titles, quantities and some regimes and policies for non-specialized workers and people participating in activities in villages and residential groups in the province. Specifically:

The number of people participating in activities in villages and residential groups holding the titles mentioned in Clause 1 of this Article is as follows: Villages with fewer than 700 households, residential groups with fewer than 1,000 households are arranged with a maximum of 08 people.

Villages with 700 households, residential groups with 1,000 households or more; villages and residential groups belonging to key commune-level administrative units on national defense according to the decision of competent authorities are arranged with a maximum of 9 people.

Number of Deputy Village Heads/Deputy Heads of Residential Groups. Villages with 700 or more households, residential groups with 1,000 or more households; villages and residential groups belonging to key commune-level administrative units on national defense according to decisions of competent authorities: arrange 2 people.

Monthly allowance level for each title of non-specialized worker in villages and residential groups from July 1, 2026 when the base salary is 2,530,000 VND/month:

The Resolution also mentions the arrangement of concurrent positions and the level of support for concurrent positions for people participating in activities in villages and residential groups.

The principle of arranging concurrent positions is to independently arrange 3 positions for non-specialized personnel in villages and residential groups.

Non-specialized personnel in villages and residential groups, and people participating in activities in villages and residential groups are allowed to concurrently hold the title of person participating in activities in villages and residential groups.

The arrangement of concurrent positions is based on the actual work situation, the specific nature of each task and the personnel source in the locality. The assignment of tasks and the arrangement of concurrent positions must ensure that all fields in the locality have people in charge; positions held by one person concurrently must be similar and suitable to their capacity and work strengths.
