YouMe Law Company Limited answers:
Article 14 of Decree 185/2026/ND-CP stipulates the number and titles of non-specialized workers in villages and residential groups as follows:
Non-specialized personnel in villages and residential groups include the titles: Village Head or Residential Group Head; Secretary of the Party Cell; Head of the Fatherland Front Work Committee.
The number of non-specialized personnel in each village and residential group does not exceed 03 people.
Clause 5, Article 2 of Decree 154/2025/ND-CP stipulates that one of the subjects implementing the staff streamlining policy includes: "Non-specialized personnel in villages and residential groups who are redundant due to the arrangement of villages and residential groups resign immediately from the time of the arrangement decision of the competent authority".
