Allowances for Village Heads, Party Cell Secretaries, and Heads of Fatherland Front Committees in Phu Tho

The Legal Consulting Department of Lao Dong Newspaper said that, based on the allowance fund contracted by the State budget; the ability to balance local budgets; relevant legal regulations and the specific characteristics of each area, the Provincial People's Committee will submit to the People's Council of the same level to decide on specific related contents.

In Phu Tho, based on Resolution No. 13/2026/NQ-HDND of the Provincial People's Council stipulating the level of allowance for non-specialized titles in villages and residential groups; the number, titles, and level of support for titles participating in activities in villages and residential groups... then:

Non-specialized workers in villages and residential groups in Phu Tho province are entitled to monthly allowances (including social insurance contribution support) as follows:

1. For villages with 700 or more households; residential groups with 1,000 or more households; villages and residential groups under key commune-level administrative units on national defense according to decisions of competent authorities; particularly difficult villages, the allowance level is specified as follows:

Party cell secretaries receive allowances equal to 2.2 times the base salary/position/month; Village heads and residential group leaders receive allowances equal to 2.2 times the base salary/position/month; Heads of Fatherland Front Work Committees receive allowances equal to 1.7 times the base salary/position/month.

2. For the remaining villages and residential groups, the allowance level: Party cell secretary's allowance is equal to 1.8 times the base salary/position/month; Village head, residential group leader's allowance is equal to 1.8; Head of Fatherland Front Work Committee's allowance is equal to 1.4 times the base salary/position/month.

The Resolution also stipulates the concurrent holding of titles:

Non-specialized personnel in villages and residential groups are allowed to concurrently hold other non-specialized personnel positions in villages and residential groups.

Non-specialized personnel in villages and residential groups are allowed to concurrently hold positions participating in activities in villages and residential groups.

People participating in activities in villages and residential groups are allowed to concurrently hold other positions participating in activities in villages and residential groups.

Allowance level, concurrent position support:

The arrangement of concurrent tenure according to the provisions of Clause 1 of Article 4 stipulates concurrent tenure of titles; allowances and support for concurrent tenure for non-specialized personnel in villages and residential groups... are entitled to 100% of the allowance and support level of that concurrent title.

In case of concurrent holding multiple positions, only one allowance level or the highest concurrent holding support level is enjoyed.

Allowances and support for concurrently holding positions are not used to calculate contributions and enjoyment of social insurance and health insurance benefits.
