The allowance level for each title of non-specialized worker in hamlets and hamlets is regulated:
For hamlets with 700 or more households; hamlets with 1,000 or more households; hamlets and hamlets belonging to key commune-level administrative units on national defense according to decisions of competent authorities; hamlets and hamlets belonging to commune-level administrative units in border and island areas, hamlets and hamlets with special difficulties:
Party Secretary; Hamlet Head, Hamlet Head: 2.7 times the base salary/person/month.
Head of the Fatherland Front Work Committee of hamlets and hamlets: 2.6 times the base salary/person/month.
For hamlets and hamlets not specified in Clause 1 of this Article: Party Secretary; Hamlet Head, Hamlet Head: 2.2 times the base salary/person/month.
Head of the Fatherland Front Work Committee of hamlets and hamlets: 2.1 times the base salary/person/month.
The allowance level specified in Clauses 1 and 2 of this Article includes compulsory social insurance contributions according to the provisions of law.

The Resolution also stipulates the concurrent holding of titles and subsidies for concurrent holding titles for non-specialized personnel, and the level of subsidies for concurrent holding titles participating in activities in hamlets and hamlets.

The arrangement of concurrent tenure according to the provisions of Clause 1 of this Article that reduces 1 person compared to the number of non-specialized personnel in hamlets and wards specified in Clause 2, Article 14 of Decree No. 185/2026/ND-CP and Clause 1, Article 5 of this Resolution, will be entitled to a concurrent allowance level equal to 50% of the allowance level and support level of the concurrent title.
Concurrent position allowance is not used as a basis for compulsory social insurance contributions.
