Latest allowances for Village Heads, Party Cell Secretaries, and Heads of Fatherland Front Committees in Ca Mau

The Legal Consulting Department of Lao Dong Newspaper said that, based on the allowance fund contracted by the State budget; the ability to balance local budgets; relevant legal regulations and the specific characteristics of each area, the Provincial People's Committee will submit to the People's Council of the same level to decide on specific related contents.

In Ca Mau, based on Resolution 49/2026/NQ-HDND of the Provincial People's Council Regulating the number, titles and regimes, policies for non-specialized workers in hamlets and hamlets in the province, then:

The allowance level for each title of non-specialized worker in hamlets and hamlets is regulated:

For hamlets with 700 or more households; hamlets with 1,000 or more households; hamlets and hamlets belonging to key commune-level administrative units on national defense according to decisions of competent authorities; hamlets and hamlets belonging to commune-level administrative units in border and island areas, hamlets and hamlets with special difficulties:

Party Secretary; Hamlet Head, Hamlet Head: 2.7 times the base salary/person/month.

Head of the Fatherland Front Work Committee of hamlets and hamlets: 2.6 times the base salary/person/month.

For hamlets and hamlets not specified in Clause 1 of this Article: Party Secretary; Hamlet Head, Hamlet Head: 2.2 times the base salary/person/month.

Head of the Fatherland Front Work Committee of hamlets and hamlets: 2.1 times the base salary/person/month.

The allowance level specified in Clauses 1 and 2 of this Article includes compulsory social insurance contributions according to the provisions of law.

The base salary from July 1, 2026 is 2,530,000 VND, so the allowance for Village Heads, Party Cell Secretaries, and Heads of Fatherland Front Committees in Ca Mau is as follows:

The Resolution also stipulates the concurrent holding of titles and subsidies for concurrent holding titles for non-specialized personnel, and the level of subsidies for concurrent holding titles participating in activities in hamlets and hamlets.

Accordingly, non-specialized workers in hamlets and hamlets are allowed to concurrently hold 1 position as another non-specialized worker in hamlets and hamlets.

Non-specialized personnel in hamlets and hamlets are allowed to concurrently hold 1 position to participate in activities in hamlets and hamlets.

People participating in activities in hamlets and hamlets are allowed to concurrently hold 1 position participating in activities in hamlets and hamlets.

Concurrent position allowance:

The arrangement of concurrent tenure according to the provisions of Clause 1 of this Article that reduces 1 person compared to the number of non-specialized personnel in hamlets and wards specified in Clause 2, Article 14 of Decree No. 185/2026/ND-CP and Clause 1, Article 5 of this Resolution, will be entitled to a concurrent allowance level equal to 50% of the allowance level and support level of the concurrent title.

Concurrent position allowance is not used as a basis for compulsory social insurance contributions.
