The Legal Consulting Department of Lao Dong Newspaper said that, based on the allowance fund contracted by the State budget; the ability to balance local budgets; relevant legal regulations and the specific characteristics of each area, the Provincial People's Committee will submit to the People's Council of the same level to decide on specific related contents.

In Da Nang City, according to Resolution 53/2026/NQ-HĐND of the City People's Council Regulating the number, titles, regimes, and policies for non-specialized workers and people participating in activities in villages and residential groups in the city, then:

The allowance level for non-specialized workers in villages and residential groups is calculated according to the scale of households in villages and residential groups (excluding the cost of paying and supporting social insurance and health insurance according to legal regulations), specifically:

The base salary from July 1, 2026 is 2,530,000 VND, so the allowance for Village Heads, Party Cell Secretaries, and Heads of Fatherland Front Committees in Da Nang is as follows:

The resolution also states that non-specialized workers in villages and residential groups are entitled to compulsory social insurance, health insurance, and other regimes and policies according to current legal regulations.

The city budget ensures that the funding exceeds the contracted level specified in Clause 1, Article 15 of Decree 185/2026/ND-CP to implement the regulations on allowances for positions and funds for paying and supporting social insurance and health insurance as prescribed in this Article.

Non-specialized personnel in villages and residential groups concurrently holding other non-specialized personnel in villages and residential groups who are reduced by 1 person as prescribed in Point b, Clause 1, Article 3 of this Resolution shall enjoy a concurrent allowance level equal to 50% of the monthly allowance level of the concurrent title.

Non-specialized personnel in villages and residential groups concurrently participating in activities in villages and residential groups; people participating in activities in villages and residential groups concurrently participating in other activities in villages and residential groups who are reduced by 1 person as prescribed in Clause 2, Article 4 of this Resolution shall enjoy the concurrent allowance level equal to 100% of the monthly support level of the concurrent title.

In case of concurrent holding multiple positions, only one highest concurrent allowance level is enjoyed; the allowance for concurrent holding positions is not used to calculate contributions and enjoyment of social insurance and health insurance benefits.
