Cases where it is not required to submit documents proving the conditions for residence registration

The newly issued Circular stipulates that the residence registration agency is not allowed to require citizens to submit or present documents proving registration conditions.

Circular 116/2026/TT-BCA dated June 29, 2026 of the Ministry of Public Security detailing a number of articles and measures to implement the Law on Residence, effective from July 1, 2026.

In which, Article 3 has contents regulating the receipt and resolution of dossiers and notification of the results of settlement of residence procedures.

The receipt of residence registration dossiers is carried out in the form of directly at the residence registration agency or online through the National Public Service Portal, the National Identification Application (VNeID).

In case of submitting applications directly at the residence registration agency, citizens shall provide information including: full name, middle name and birth certificate, date, month, year of birth, personal identification number, place of residence and information on residence registration conditions.

Receiving officials perform lookup and exploitation of citizen information in the National Population Database and related databases and information systems to create residence registration dossiers.

After completing the application submission, the person requesting residence registration pays the residence registration fee according to regulations. Each dossier is issued 1 administrative procedure dossier code for people to monitor and look up the progress of dossier resolution.

Notices of the results of settlement of residence procedures are made in the form of paper documents, electronic documents, SMS messages, and notifications through the national identification application (VNeID).

The residence registration agency has the right to refuse to resolve residence procedures and not refund fees for cases where fees have been paid if it detects that citizens' declarations are not true or citizens' papers and documents provided to carry out residence procedures have been erased, corrected, or forged.
