Allowances for Village Heads, Party Cell Secretaries, and Heads of Fatherland Front Committees in Thai Nguyen

The Legal Consulting Department of Lao Dong Newspaper said that, based on the allowance fund contracted by the State budget; the ability to balance local budgets; relevant legal regulations and the specific characteristics of each area, the Provincial People's Committee will submit to the People's Council of the same level to decide on specific related contents.

In Thai Nguyen, based on Resolution 42/2026/NQ-HDND of the Provincial People's Council Regulating the level of allowances, concurrent positions, and the level of allowances for concurrent positions for non-specialized personnel in villages (hamlets), residential groups; the number, titles, level of support, and level of allowances for concurrent positions for titles participating in activities in villages (hamlets), residential groups in the province, then:

The monthly allowance level according to the base salary, excluding support for social insurance and health insurance contributions, includes:

For villages (hamlets) with 700 or more households; residential groups with 1,000 or more households; villages (hamlets), residential groups under key commune-level administrative units on national defense according to decisions of competent authorities; particularly difficult villages (hamlets):

Party Secretary receives an allowance equal to 2.0 times the base salary level;

Village heads (hamlets), residential group leaders receive allowances of 2.0 times the base salary level;

Head of the Fatherland Front Work Committee receives allowance 1.5 times the base salary.

For the remaining village (hamlet) residential group:

Party Secretary receives an allowance equal to 1.6 times the base salary level;

Village heads (hamlets), residential group leaders receive allowances 1.6 times the base salary level;

Head of the Fatherland Front Work Committee receives an allowance of 1.1 times the base salary.

The base salary from July 1, 2026 is 2,530,000 VND, so the allowance for Village Heads, Party Cell Secretaries, and Heads of Fatherland Front Committees in Thai Nguyen is as follows:

The Resolution also stipulates concurrent positions and the level of allowances for concurrent positions as follows:

Non-specialized personnel in villages (hamlets), residential groups only concurrently hold other non-specialized positions in villages (hamlets), residential groups in cases where sufficient personnel is not arranged for the positions. The allowance level for concurrent positions is equal to 50% of the allowance level prescribed for concurrent positions.

Non-specialized personnel in villages (hamlets), residential groups; people participating in activities in villages (hamlets), residential groups are allowed to concurrently hold positions of people participating in activities in villages (hamlets), residential groups. The support level for concurrent positions is equal to 100% of the support level of concurrent positions. In case of concurrent holding many positions, they will only be entitled to one allowance level, the highest concurrent support level.

Concurrent allowances are not used to calculate contributions and enjoyment of social insurance and health insurance benefits.
