Allowances for Village Heads, Party Cell Secretaries, and Heads of Fatherland Front Committees in Hai Phong from July 1st

The Labor Law Consulting Department said that, according to Article 15 of Decree 185/2026/ND-CP, the State budget implements a monthly allowance fund (including social insurance contribution support) for non-specialized workers in villages and residential groups.

Accordingly, based on the allowance fund contracted by the State budget; the ability to balance local budgets; relevant legal regulations and the specific characteristics of each area, the Provincial People's Committee will submit to the People's Council of the same level to decide on specific related contents.

In Hai Phong, according to Resolution 09/2026/NQ-HĐND of the City People's Council on Regulations on allowance levels for each title of non-specialized workers in villages and residential groups; concurrent positions, allowance levels for concurrent positions; number, titles, monthly support levels for people participating in activities in villages and residential groups in Hai Phong city, then:

The allowance level for each title of non-specialized worker in villages and residential groups is regulated:

Non-specialized personnel in villages and residential groups shall implement according to the provisions of Clause 1, Article 14 of Decree No. 185/2026/ND-CP stipulating the organization and operation of villages and residential groups and regimes and policies for non-specialized personnel in villages and residential groups, including: Party Secretary; Village Head, Residential Group Head; Head of the Fatherland Front Work Committee.

The allowance level for each title of non-specialized worker in villages and residential groups is implemented according to the regulations in Appendix 1 issued together with this Resolution.

Accordingly, allowances for Village Heads, Party Cell Secretaries, and Heads of Fatherland Front Committees in Hai Phong are as follows:

The Resolution also stipulates the number of people participating in activities in villages and residential groups:

For villages with 1,300 households or more, residential groups with 1,500 households or more, or villages and residential groups formed on the basis of arranging and reorganizing from 04 or more original villages and residential groups together, they are arranged with a maximum of no more than 08 people/01 village or residential group;

For villages and residential groups that do not fall into the cases specified in point a of this clause, a maximum of no more than 07 people/01 village or residential group is arranged.
