Allowances for Village Heads, Party Cell Secretaries, and Heads of Fatherland Front Committees in Ho Chi Minh City

The Legal Consulting Department of Lao Dong Newspaper said that, based on the allowance fund contracted by the State budget; the ability to balance local budgets; relevant legal regulations and the specific characteristics of each area, the Provincial People's Committee will submit to the People's Council of the same level to decide on specific related contents.

In Ho Chi Minh City, Resolution 15/2026/NQ-HĐND of the City People's Council states the monthly allowance level for non-specialized workers in neighborhoods, hamlets, villages, and residential areas.

1. For neighborhoods with 1,000 or more households; hamlets, villages, residential areas with 700 or more households; neighborhoods, hamlets, villages, residential areas belonging to key commune-level administrative units on national defense according to decisions of competent authorities;

Neighborhoods, hamlets, villages, and residential areas under commune-level administrative units in border and island areas, especially difficult areas, are allocated a subsidy fund equal to 8.0 times the base salary (including social insurance contribution support) to pay monthly allowances for each title of non-specialized personnel in neighborhoods, hamlets, villages, and residential areas, specifically as follows:

Party cell secretaries of neighborhoods, hamlets, villages, and residential areas receive monthly allowances equal to 2.70 times the base salary/month;

Heads of neighborhoods, hamlets, villages, and residential areas receive monthly allowances equal to 2.65 times the base salary/month;

Heads of the Fatherland Front Committees of neighborhoods, hamlets, villages, and residential areas receive monthly allowances equal to 2.65 times the base salary/month.

2. For neighborhoods, hamlets, villages, and residential areas not specified in Clause 1 of this Article, the allowance fund is allocated at 6.5 times the base salary (including social insurance contribution support) to pay monthly allowances for each title of non-specialized personnel in neighborhoods, hamlets, villages, and residential areas, specifically as follows:

Party cell secretaries of neighborhoods, hamlets, villages, and residential areas receive monthly allowances equal to 2.20 times the base salary/month;

Heads of neighborhoods, hamlets, villages, and residential areas receive monthly allowances equal to 2.15 times the base salary/month;

Heads of the Fatherland Front Committees of neighborhoods, hamlets, villages, and residential areas receive monthly allowances equal to 2.15 times the base salary/month.

The base salary from July 1, 2026 is 2,530,000 VND, so the allowance for Village Heads, Party Cell Secretaries, and Heads of Fatherland Front Committees in Ho Chi Minh City is as follows:
