In Hanoi, extremely difficult villages will be allocated a maximum of 2 deputy village heads or deputy heads of residential groups.

From July 1, 2026, Hanoi city officially implements new regulations on the organization and operation of villages and residential groups; titles, quantities, regimes, and policies for non-specialized workers in villages and residential groups according to Resolution No. 21/2026/NQ-HDND officially approved by the City People's Council on June 2, 2026.

Regarding the organization of villages and residential groups, each village has a village head and deputy village head; each residential group has a residential group head and deputy head of the residential group.

Village heads, residential group leaders; deputy village heads, deputy residential group leaders are non-specialized personnel in villages and residential groups according to the provisions of this resolution and relevant legal regulations.

Based on the scale of households, local characteristics, complexity and workload, each village and residential group is arranged from 1 to 2 deputy village heads or deputy heads of residential groups. Specifically: For villages with 800 or more households; residential groups with 1,000 or more households; villages and residential groups belonging to key commune-level administrative units on national defense, security, and order according to decisions of competent authorities; particularly difficult villages are arranged with a maximum of 2 deputy village heads or deputy heads of residential groups;

For villages and residential groups that do not fall into the cases specified in point a of this clause, 1 deputy village head or deputy head of residential group is arranged.

Deputy village heads and deputy heads of residential groups are people who assist village heads and heads of residential groups in implementing tasks under the tasks and powers of village heads and heads of residential groups according to regulations.

The selection and recognition of deputy village heads and deputy heads of residential groups shall be implemented according to this resolution, the guidance of the City People's Committee and relevant legal regulations.

In case newly established villages and residential groups are rearranged and reorganized and have not yet elected village heads or residential group heads or village heads and residential group heads are absent, the commune-level people's committee shall agree with the commune-level Vietnam Fatherland Front Committee to decide to appoint temporary village heads and residential group heads to manage the activities of villages and residential groups until a new village head or residential group head is elected.

The time to elect village heads and temporary residential group heads is no more than 12 months from the date of the appointment decision. During this time, the commune-level People's Committee is responsible for directing and coordinating with the commune-level Vietnam Fatherland Front Committee and the residential community to prepare personnel and organize the election of new village heads and residential group heads when conditions are met; do not extend the temporary time if the conditions for organizing the election have been ensured.

The election of new village heads and residential group leaders is carried out in accordance with the order and procedures specified in Decree No. 59/2023/ND-CP and Articles 8, 9, 10, 11 of this Resolution.

In case of vacancy due to being recognized as dismissed from being village head or residential group head, the decision to elect new village heads and residential group heads shall be implemented within the time limit specified in Clause 7, Article 13 of this resolution.

The term of office of the village head and neighborhood group leader is 5 years. The term of office of the deputy village head and deputy neighborhood group leader is based on the term of office of the village head and neighborhood group leader.

In case it is necessary to adjust the time of election of village heads and residential group leaders to serve the establishment, arrangement, and reorganization of villages and residential groups or due to force majeure events such as natural disasters and epidemics that cannot be organized on time, the commune-level People's Committee shall agree with the Vietnam Fatherland Front Committee at the commune level to decide the time of election organization suitable to the actual situation, ensuring compliance with the provisions of law on implementing democracy at the grassroots level, not interrupting the activities of the residential community and must organize elections immediately after meeting the conditions.

In case of arising difficulties and obstacles beyond their authority, commune-level People's Committees shall report to the City People's Committee for guidance according to regulations.
