Reader asks: My family used to reside in Ba Dinh district, my parents participated in household health insurance and paid money at Ba Dinh Social Insurance agency. Currently, my family has transferred the permanent residence registration to Cau Giay ward.
Are my parents required to switch to paying household health insurance at the social insurance agency where they are newly residing in Cau Giay or can they still continue to pay at Ba Dinh?
If they are still allowed to stay in Ba Dinh, can my parents register or transfer the initial medical examination and treatment place to a general clinic located outside Ba Dinh?
Hanoi City Social Insurance said: According to the provisions of Clause 1, Article 7 of Circular No. 01/2025/TT-BYT dated January 1, 2025 detailing and guiding the implementation of a number of articles of the Law on Health Insurance, health insurance participants belong to all subjects who are allowed to choose one of the health insurance medical examination and treatment facilities under the initial medical examination and treatment level near their place of residence, work, study and suitable to the capacity of the medical examination and treatment facility to register for initial health insurance medical examination and treatment.
Also according to Clause 6, Article 7, health insurance participants are allowed to change the place of registration for initial health insurance medical examination and treatment on the first 15 days of each quarter to suit their place of residence, work or study.
Thus, if your parents move to permanent residence in Cau Giay ward, they can move the initial medical examination and treatment registration place to initial-level medical facilities near their permanent residence to facilitate medical examination and treatment.
Although currently there is no regulation requiring people participating in household health insurance to change places to participate in health insurance when changing residence, but to ensure that the initial medical examination and treatment registration at medical facilities is appropriate according to the management area of the health insurance agency when your parents' current household health insurance card expires;
