Are village heads and residential group leaders required to be party members according to the new regulations?

The Labor Law Consulting Department said: The standards for Village Heads and Residential Group Leaders are specified in Decree No. 185/2026/ND-CP dated May 26, 2026 of the Government stipulating the organization and operation of villages and residential groups and regimes and policies for non-specialized personnel in villages and residential groups.

Accordingly, the standards for Village Heads and Residential Group Leaders are specified:

Being a Vietnamese citizen permanently residing in communes, wards, special zones from 21 years of age or older, prioritizing people of working age according to regulations; having sufficient health to complete assigned tasks and responsibilities.

Have good ethical qualities, be exemplary; have prestige in the residential community; be trusted by the people; be exemplary in ethics, lifestyle, and well comply with the Party's guidelines and the State's laws.

Having cultural knowledge, capacity, experience and methods of mobilizing and organizing people to well implement self-management tasks of the residential community and effectively implement tasks assigned by local Party committees and authorities at the commune level; encouraging the selection of people with professional qualifications suitable to the operating requirements of villages and residential groups.

Being able to apply information technology in accordance with task requirements; being able to plan, summarize, statistically, report and perform tasks according to regulations.

Not during the period of being disciplined, being prosecuted for criminal liability or being serving a judgment or decision of the Court.

Thus, from the above regulations, it can be seen that the criteria for becoming Village Heads and Residential Group Leaders are not required to be party members.
