Allowances for Village Heads, Party Cell Secretaries, and Heads of Fatherland Front Committees in Lam Dong

The Legal Consulting Department of Lao Dong Newspaper said that, according to Article 15 of Decree 185/2026/ND-CP, the State budget implements a monthly allowance fund (including social insurance contribution support) for non-specialized workers in villages and residential groups.

Accordingly, based on the allowance fund contracted by the State budget; the ability to balance local budgets; relevant legal regulations and the specific characteristics of each area, the Provincial People's Committee will submit to the People's Council of the same level to decide on specific related contents.

In Lam Dong, based on Resolution 39/2026/NQ-HDND of the Provincial People's Council Regulating the number and titles of people participating in activities in villages and residential groups and the level of allowances and support for non-specialized workers and people participating in activities in villages and residential groups in the province:

The monthly allowance level (including social insurance contribution support) for non-specialized workers (including the titles: Secretary of Party Cell; Village Head or Neighborhood Group Leader; Head of Front Work Committee) in villages and residential groups is implemented as follows:

The base salary from July 1, 2026 is 2,530,000 VND, so the allowance for Village Heads, Party Cell Secretaries, and Heads of Fatherland Front Committees in Lam Dong is as follows:

The Resolution also mentions concurrently holding positions and the level of support for concurrently holding positions for non-specialized personnel; people participating in activities in villages and residential groups.

Accordingly, non-specialized personnel in villages and residential groups are allowed to concurrently hold no more than one title of non-specialized personnel in villages and residential groups and are entitled to 50% of the allowance level of the concurrent title.

Non-specialized personnel in villages and residential groups are allowed to concurrently hold no more than one title of person participating in activities in villages and residential groups and are entitled to 100% of the support level of the concurrent title.

People participating in activities in villages and residential groups are allowed to concurrently hold other positions of people participating in activities in villages and residential groups and are entitled to 100% of the support level of concurrent positions.

The allowance level and support for concurrent positions are not used to pay social insurance.
