General Secretary: Innovation of development model and establishment of new growth model

On the morning of January 7, 2026, in Hanoi, General Secretary To Lam worked with the Central Policy and Strategy Committee. Politburo member and Standing member of the Secretariat Tran Cam Tu attended the meeting.

The meeting aimed to give opinions on the orientation for building 2 resolutions: on innovating the country's development model based on science, technology, innovation and digital transformation; on strategic solutions to promote double-digit growth associated with establishing a new growth model.

At the meeting, Central Party Committee member, Head of the Central Policy and Strategy Commission Nguyen Thanh Nghi presented a summary report on the results of the research on the content of the two Central Resolutions.

Speaking at the meeting, General Secretary To Lam emphasized the important and urgent requirement of transforming the country's development model based on science, technology, innovation and digital transformation; and the implementation of the double-digit growth target associated with establishing a new growth model.

Regarding the general requirements, the General Secretary pointed out that the development of the two resolutions must meet 5 requirements: It is necessary to closely follow and fully institutionalize the viewpoints and goals stated in the draft documents of the 14th National Party Congress; must have a vision, cover, and be profound, not limited by short-term benefits or term thinking; must come from practice, must stand on the practical land of Vietnam, must not forge a foreign model; must ensure feasibility and high action, associated with roadmap, steps, and resources for implementation; must be called for, inspiring, creating high unity in the entire Party and the political system, consensus in society and arousing the aspiration to contribute and aspiration to rise up the nation with knowledge and creativity.

Strongly change your thinking

Regarding some major orientations, the General Secretary suggested that converting the development model and establishing a new growth model is first of all a strong change in thinking, from widespread development to in-depth development; from relying on resources and simple labor to relying on knowledge, technology and productivity; from management to creating development; from the state of "replacement" to "creating conditions for society and businesses to be creative".

Fully promote the role of economic sectors (state economy, leading, creating, paving the way; private economy is the most important driving force of the national economy...).

The General Secretary requested a full awareness of the decisive relationship between stability and development. Rapid but sustainable development must be associated with progress, social justice, environmental protection and improving people's lives.

High growth but must be on a stable foundation, stabilizing the macro economy, ensuring major balances are the prerequisite and top priority conditions.

The General Secretary emphasized that converting the development model based on science and technology is not only an economic requirement, but a comprehensive strategic issue, contributing to improving national performance, associated with innovating the Party's leadership and governance methods, improving the effectiveness of State management and administration, perfecting institutions, developing people, ensuring national defense and security and enhancing national position.

This is a mandatory path to be implemented to realize the country's 100-year goals, building a peaceful, independent, democratic, rich, prosperous, civilized and happy Vietnam. All decisions on development must be placed in this package.

Clearly establishing science, technology, innovation and digital transformation as the main driving force of the new development model, the new growth model and the most fundamental factor to achieve the long-term growth target of 2 digits.

At the same time, it is identified that people are the most important resource for national development, the center, the subject and goal of development. The development of science and technology must be associated with the comprehensive development of Vietnamese people with knowledge, courage, ethics and the desire to contribute.

Regarding the roadmap and assigning responsibilities, the General Secretary suggested that the Central Policy and Strategy Committee continue to preside over and coordinate with agencies to urgently study and develop 2 resolutions on innovating the country's development model based on science, technology, innovation and digital transformation; on strategic solutions to promote double-digit growth associated with establishing a new growth model.
