The plan clearly stated: The development of the project must ensure objectivity, democracy, science and specificity, closely follow the direction and guidance of the central government and close to the local practical situation, in accordance with the planning and strategy of local socio -economic development, the community; Thoroughly evaluate the impact of the plan of arrangement, forecasting, identifying difficulties and problems arising and developing specific plans and settlement.

To develop a Project to continue reorganizing administrative units at all levels of the city, the City People's Committee assigned the Department of Home Affairs to preside over and coordinate with departments, branches, sectors, and districts to advise on the establishment of a Steering Committee of the City Party Committee on the implementation of reorganization of administrative units at all levels of the city.

The research and development of plans and schemes of administrative arrangement at all levels, in which, for the plan of arranging administrative units at the commune level, it is necessary to report to the competent authorities of the city and report to the Ministry of Home Affairs in March of March 2025; complete the project, submit to the Ministry of Home Affairs, the Government and the Standing Committee of the National Assembly in May 525; For the plan and scheme of arranging district and provincial administrative units: Follow the Central Plan and Guidance.
