Dong Nai becomes a city, the apparatus needs to be consolidated, streamlined, and effective
National Assembly deputies proposed that the establishment of Dong Nai city needs to consolidate the effective and efficient apparatus, and promote digital transformation in urban management.
On the morning of April 22, the National Assembly discussed in the hall about the draft Resolution of the National Assembly on the establishment of Dong Nai city directly under the Central Government.
Delegate Nguyen Minh Tam (Quang Tri Delegation) affirmed that this is a historic policy decision not only for Dong Nai province but also for the dynamic region of the South.
Regarding urban planning and quality, the delegate said that Dong Nai must determine planning one step ahead. This planning is specific, avoiding fragmentation of urban space due to the pressure of real estate projects.
In particular, the delegate believes that it is necessary to prioritize the budget for radial traffic routes and ring roads directly connecting industrial parks, Long Thanh airport and Cai Mep - Thi Vai port to reduce these costs.
The female delegate also proposed to supplement a roadmap and specific deadlines for each planning content above to accelerate the implementation progress. The Government also needs to direct localities to build roadmaps and specific commitments to overcome urban standards that are still at a low level.
Regarding the issue of handling public assets and consolidating the apparatus, the delegate said that after the administrative unit arrangement in 2025, redundant headquarters and public assets in "golden land" areas such as Bien Hoa are still very large.
Therefore, the delegate proposed that the Government direct the implementation of review, classification and have a plan to handle thoroughly, publicly, transparently and with a specific completion deadline, avoiding the situation of abandonment causing waste or conversion for the wrong purpose.
The handling of surplus assets must comply with the 6 clear principles, which are "clear policy, needs, authority, order, time and responsibility" according to public asset management regulations," the delegate emphasized.
The consolidation of the apparatus must also be based on the spirit of streamlining but being effective, stabilizing the psychology of local officials and promoting digital transformation in urban management to reduce administrative staffing pressure. Delegates proposed that there should be policies to retain and attract high-quality human resources to serve the urban government.
Regarding worker housing, according to the delegate, with a very large labor force, if the fundamental social housing problem is not solved, Dong Nai will face security and order issues and instability in the future.
Therefore, the delegate also proposed that the drafting agency also consider having specific mechanisms and policies in deploying and implementing the development of housing systems for workers and laborers to meet the set roadmap.

Delegate Le Huu Tri (Khanh Hoa Delegation) said that in order for Dong Nai to soon become a modern civilized city, promote its role as a strategic connecting axis between major economic centers, and be an important international trade gateway of the Southern region, the National Assembly and the Government need to soon have specific and outstanding mechanisms and policies to help Dong Nai break through and develop faster.
The delegate said that Dong Nai also needs to accelerate the synchronous implementation of planning, especially focusing on the synchronous allocation of development of economic infrastructure, technical infrastructure, and social infrastructure between regions and areas.
This contributes to narrowing the gap between regions and taking better care of people's lives.
