General Phan Van Giang said that Dong Nai has met the conditions to become a city, and hopes that delegates will support it.
Dong Nai has qualified to become a city
On April 20, continuing the First Session, the National Assembly discussed in groups about the draft Resolution of the National Assembly on the establishment of Dong Nai city directly under the Central Government.
At the group discussion session, General Phan Van Giang - Member of the Politburo, Deputy Prime Minister cum Minister of National Defense, expressed his support for the project.
According to General Phan Van Giang, Dong Nai province currently meets all 7 criteria to become a centrally-run city, including very important criteria such as income, population, area and geographical location.
Dong Nai province (new) after merging with Binh Phuoc created very prime locations, especially in the field of national defense and security.
Long Thanh airport was previously calculated to have dual-use factors. However, currently, Bien Hoa airport is allocated resources to promote this role.
Dong Nai also has a very large Long Binh residential area, along with Tri An lake... creating a solid defense posture.
In parallel with national defense and security, Dong Nai also has a very large economic advantage. Along with the old Binh Duong (now Ho Chi Minh City), the two localities strongly developed industrial parks and export processing zones, thereby creating jobs for people from the Mekong Delta who used to only do agriculture and migrated to this region.
With the above factors, General Phan Van Giang believes that Dong Nai has met the conditions to become a city, and hopes that delegates will support it. If the National Assembly approves it, Dong Nai will be the 7th city directly under the central government after Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho and Hue.
Recently, the Politburo agreed on the policy of establishing Quang Ninh city directly under the central government. Therefore, the establishment of Dong Nai city directly under the central government first will be a motivation and experience for later.
Need a more special "new coat" for the city in the future
Speaking, delegate Trinh Xuan An (Dong Nai Delegation) said that the establishment of Dong Nai city directly under the central government is very good, but how the future develops is also a very important issue.
Delegates proposed that there must be special mechanisms for the city to develop strongly. The Resolution needs to stipulate that in addition to current policies applied to Dong Nai province, it is necessary to build more breakthrough mechanisms in the coming time, and a "new coat" that is even more special for the city in the future.
Delegate Nguyen Trung Kien (Dong Nai Delegation), Deputy Director of the People's Security Academy, emphasized that Dong Nai's great advantage is the regional connection center between Ho Chi Minh City, the Southwest region with the Central Highlands and the South Central region.
This place gathers all types of transportation, in which Long Thanh airport of regional and world-class scale, when put into operation, will be a logistics center for transporting goods and international visitors to Vietnam and Southeast Asia.
With the above advantages, the establishment of Dong Nai city directly under the central government is completely reasonable, thereby creating more motivation and momentum for the locality to achieve the double-digit growth target in this term and in the coming years.
In addition to the establishment of the city, the delegate also proposed that the National Assembly issue a resolution assigning Dong Nai city a number of special mechanisms to be able to strongly develop in socio-economics, science and technology, innovation, digital transformation, culture, environment, health, education, urban planning, and investment attraction.
