Announcing the President's 2026 amnesty decision for 9,950 prisoners

At the press conference, Mr. Can Dinh Tai - Deputy Chairman of the Presidential Office announced Decision No. 751/QD-CTN of the President on amnesty in 2026.

Accordingly, the President decided to grant special amnesty to 9,950 prisoners serving imprisonment who are eligible for special amnesty in 2026.

According to Mr. Can Dinh Tai, amnesty work is a major and consistent policy of the Party and State, reflecting a policy of leniency and humanity towards offenders with good reform processes. The review of amnesty is carried out seriously, objectively, publicly, and transparently by ministries, branches, localities and detention facilities in accordance with the law.

The dossiers requesting special amnesty are all strictly appraised, ensuring fairness, correct subjects and correct conditions. Appraisal work is carried out according to a multi-step process to ensure objectivity in the review process.

Leaders of the Presidential Office said that the reality of recent years shows that the amnesty policy has brought many positive results. Most of those granted amnesty have quickly reintegrated into the community, stabilized their lives, actively worked and produced, well complied with the provisions of the law and become useful citizens for society.

Answering reporters' questions about the number of prisoners who committed economic and positional crimes who were granted amnesty in this phase, Senior Lieutenant General Le Van Tuyen - Member of the Party Central Committee, Deputy Minister of Public Security said that prisoners who committed corruption and positional crimes, if they fully meet the conditions according to regulations, are still considered for amnesty like other prisoners.

According to aggregated data, out of a total of 9,950 prisoners granted amnesty in 2026, 133 prisoners belong to cases and incidents monitored and directed by the Central Steering Committee for Anti-Corruption.

A total of 644 prisoners who committed crimes infringing on economic management order were granted amnesty. Regarding foreign prisoners, 63 prisoners were granted amnesty in this phase, including 56 men and 7 women.
