General Phan Van Giang: The Army Trade Union needs to be steadfast, innovative, and developed

On the morning of December 31, the General Department of Politics held a solemn session of the 11th Army Trade Union Congress (2025-2030).

Attending the ceremony were General Nguyen Trong Nghia - Politburo member, Secretary of the Party Central Committee, Member of the Central Military Commission, Director of the General Department of Politics; Nguyen Dinh Khang - Member of the Party Central Committee, Member of the Standing Committee of the Party Committee of the Fatherland Front, Central organizations, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Secretary of the Party Committee, President of the Vietnam General Confederation of Labor; General Nguyen Tan Cuong - Member of the Party Central Committee, Member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense; members of the Party Central Committee; Heroic Vietnamese Mothers, Heroic Armed Forces of the People; 295 delegates, excellent delegates for more than 15 officers and delegations of the entire delegation.

Speaking at the opening of the Congress, General Nguyen Trong Nghia - Politburo member, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics emphasized: The 11th Congress of the Military Trade Union is being held at a time when the entire Party, people, and army are competing to achieve achievements to celebrate the 14th National Congress of the Party, commemorating the 80th anniversary of the first General Election to elect the National Assembly of Vietnam with the highest spirit and determination.

The 11th Congress is of special significance in continuing to thoroughly grasp and implement the Party's guidelines and policies, the State's policies and laws on the workers' movement and trade union activities, especially the Resolution of the 14th National Party Congress and the Resolution of the 12th National Army Party Congress; inheriting and promoting the tradition of the heroic Vietnam People's Army, determined to build a strong Trade Union organization, operating in a disciplined and effective manner, completing assigned tasks well, contributing to building and firmly defending the Fatherland.

The 11th Army Trade Union Congress marked a new step in development, affirming the bravery, intelligence, spirit of innovation and aspiration to contribute of the trade union organization.

The Congress called on all union cadres, union members, and workers in the entire army to promote the noble qualities of "Soldier of the Sage - Uncle Ho's soldiers", unite and be determined, uphold the spirit of innovation, dare to think, dare to do, pioneer in science and technology, digital transformation, master modern weapons and equipment and production lines, build a strong union organization contributing to building a revolutionary, disciplined, elite, and modern Army.

The Congress is responsible for reviewing and comprehensively evaluating the results of the workers' movement and trade union activities in the 2023-2025 period; determining the direction, goals and tasks for the 2025-2030 term; participating in contributing opinions to the documents of the 14th Vietnam General Congress of Trade Unions; selecting outstanding delegates with sufficient qualities and abilities to represent the Military Trade Union to attend the Vietnam General Congress of Trade Unions for the 2026-2031 term.

One of the contents in the Report presented by Colonel Nguyen Van De - Member of the Presidium of the Vietnam General Confederation of Labor, Head of the National Defense Trade Union Committee at the Congress was that in the past time, the Army Trade Union has organized the dissemination and study of resolutions and directives of the Central Committee, the Central Military Commission, and the Ministry of National Defense, associated with promoting the study and following of Ho Chi Minh's ideology, morality and style with many flexible approaches, suitable to the characteristics of each unit and enterprise.

Caring to build cadres, union members, and workers with strong political will, absolutely believing in the leadership of the Party; upholding and promoting the tradition and nature of the Vietnamese working class, promoting the good qualities of "Worker Soldiers - Uncle Ho's soldiers", in the new era. 100% of trade unions at all levels in the army have implemented the movement "digital education in civil affairs"; effectively organized activities of Workers' Month and Month of action on occupational safety and hygiene.

Every year, trade unions at all levels seriously implement the work of giving comments and criticizing cadres, party members and party organizations; introduce 5,350 outstanding union members to participate in fostering awareness of the Party, 3,211 comrades admitted to the Party...

In the period of 2025 - 2030, the Military Trade Union strives for 100% of union members and workers to study politics, receive training, foster skills, professional theory, disseminate legal education; be equipped with knowledge, digital skills and know how to apply them in production labor; 80% or more of workers in units and enterprises participate in studying to improve their qualifications and professional skills.

Establish grassroots trade unions in places that meet the prescribed conditions. 100% of grassroots trade unions have completed their tasks, of which over 90% of grassroots trade unions have completed their tasks well and excellently...

At the first session held on the afternoon of December 30, the Congress elected the delegation to attend the 14th Congress of the Vietnam Trade Union, consisting of 10 official delegates and 2 absent delegates.

Speaking at the Congress, General Phan Van Giang - Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense affirmed: The Central Military Commission and the Ministry of National Defense are pleased to see that in recent years, the workers' movement and trade union activities in the Army have continued to have new developments.

To successfully implement the set directions and goals, General Phan Van Giang suggested that the Army Trade Union should well implement 5 main groups of contents, which are general: "Strive, Innovation, Development, Pioneering, Modernity". In particular, Party committees, commanders, cadres, union members, and workers in the entire army must always be steadfast in the position of the working class; steadfast, apply and creatively develop Marxism-Leninism, Ho Chi Minh's ideology, and the theory of innovation guidelines.

thoroughly grasp, concretize and effectively implement resolutions, directives, conclusions and regulations of the Party, State, Central Military Commission, Ministry of National Defense, focusing on the Resolution of the 14th National Party Congress; Resolution No. 02 dated June 12, 2021 of the Politburo on innovating the organization and operation of Vietnam Trade Union in the new situation; Resolution No. 08 dated January 26, 2022 of the Politburo (13-rd tenure) on promoting the development of the defense industry until 2030 and the following years; Resolution of the 12th National Party Congress of the Army; Resolution of the 14th National Congress of Vietnam Trade Union.

The General General Department requested the General Department of Politics to direct the National Defense Trade Union Committee to regularly thoroughly grasp the leadership and direction of the Central Military Commission and the Ministry of National Defense; the direction and guidance of the Vietnam General Confederation of Labor; closely coordinate with agencies and units inside and outside the Army; closely follow reality, proactively, acutely advise correctly, accurately, promptly and effectively on trade union work; at the same time, direct, guide and effectively organize the implementation of the workers' movement and trade union activities in the Army in the coming time.
