The highest salary in Quang Ninh in 2025 is 291.1 million VND/month
Quang Ninh - The Department of Home Affairs of Quang Ninh province has just reported the results of the summary of the income situation and salary levels of workers in some areas in 2025.
According to the Department of Home Affairs of Quang Ninh province, in 2025, units and enterprises will maintain salary and income levels higher than the regional minimum wage. The salary situation and expected bonus levels for employees during the 2026 Lunar New Year are basically guaranteed to be equivalent to and higher than during the 2025 Lunar New Year.
In particular, the average salary of employees in 2025 is 12,720,000 VND/person/month (equal to 112.8% compared to 2024). The highest salary is 291.1 million VND/month (for a position with the highest salary); the lowest salary is 2.5 million VND/month.
For the group of LLCs with 100% state capital and enterprises with state shares and capital contributions, the average salary of employees in 2025 is 17,350,000 VND/person/month (equal to 103.9% compared to 2024); the highest salary (of a position with the highest salary) is 113 million VND/month; the lowest salary is 4.45 million VND/month.
For private enterprises, the average salary of employees in 2025 is VND 8,210,000/person/month (equal to 109.5% compared to 2024); the highest salary (of a position with the highest salary) is VND 291.10 million/month; the lowest salary is VND 2.5 million/month (for some part-time employees).

For enterprises with foreign investment capital, the average salary of employees in 2025 is VND9,420,000/person/month (equal to 95.4% compared to 2024); the highest salary (of a position with the highest salary) is VND100 million/month; the lowest salary is VND4 million/month (due to employees not working full-time, not having enough working days).
Meanwhile, according to the Quang Ninh Provincial Federation of Labor, from 2023 to present, the majority of workers, civil servants, and laborers have improved income, large enterprises remain stable; the average income in 2024 will reach 12.7 million VND/month.
However, the improvement in income is mainly due to the increase in regional minimum wages and basic wages according to Decree No. 24/2023/ND-CP, regulating the basic salary for cadres, civil servants, public employees and armed forces; Decree No. 38/2022/ND-CP dated June 12, 2022 and Decree No. 74/2024/ND-CP dated June 30, 2024 of the Government, regulating the minimum wage for employees working under labor contracts.
In particular, the private enterprise sector has an average income of 7.5 - 9.5 million VND/person/month; the FDI enterprise sector has 9.1 - 9.8 million VND/person/month; the 100% state-owned enterprise sector has 10.3 - 16.7 million VND/person/month; the enterprise sector has shares and capital contributions controlled by the State about 11.9 million VND/person/month.
The average income of workers in the Coal industry is still at the top, with about 17.5 million VND/person/month, an increase of about 9% compared to 2023.
