Article 28 of Decree 69/2024/ND-CP stipulating electronic identification and authentication stipulates the issuance of electronic ID cards as follows:

1. Electronic ID cards are displayed as a feature, utility of the National Identification Application (VNeID) through access to citizens' electronic identification accounts.

2. Electronic ID cards are issued together with the issuance of level 02 electronic identification accounts to Vietnamese citizens and are implemented according to the order and procedures specified in Article 10 of this Decree.

3. The use of electronic ID cards through accessing level 02 electronic identification accounts of citizens has equivalent value to the use of citizen ID cards, valid ID cards in the implementation of administrative procedures, public services, transactions and other activities.

Clause 6, Article 9, Decree 69/2024/ND-CP stipulates: Information on electronic identification and integrated information on electronic identification cards, electronic identification accounts is valid to prove, equivalent to providing information or using, presenting documents containing that information in performing administrative procedures, public services, transactions and other activities.

Article 13, Decree 320/2026/ND-CP (effective from September 28, 2026) amends and supplements Clause 1 of Article 28 of Decree 69/2024/ND-CP as follows: Electronic identification cards are displayed as a feature, utility of the national identification application through access to citizens' electronic identification accounts. The form of electronic identification cards displayed in the national identification application is similar to the form of ID cards; electronic identification card information displayed in the national identification application is information updated in the electronic identification and authentication system.

Article 2 of Decree 320/2026/ND-CP amends and supplements Clause 4 of Article 4 of Decree 69/2024/ND-CP as follows: Agencies, organizations, and individuals when receiving and resolving administrative procedures, public services, civil transactions and other activities to exploit and use electronic identities, information, and documents integrated on VNeID, are not required to request individuals or organizations to submit or present originals or copies of documents and materials integrated on VNeID. The exploitation and use of electronic identities must ensure the confidentiality of electronic identification account information and comply with the provisions of law on personal data protection, in accordance with regulations to ensure safety and privacy, personal secrets, and family secrets.

Agencies, organizations, and individuals when carrying out administrative procedures and online public services via VNeID are exempted and reduced fees and charges. The exemption and reduction of fees and charges are implemented according to the provisions of law on fees and charges.

Thus, people can use the integrated electronic ID card on VNeID to carry out administrative procedures.
