The Ministry of Home Affairs guides the salary ranking for school accounting officials who are receiving a coefficient of 2.34 and have worked as accountants before being recruited.
Ms. Nguyen Thi Thu (name of the character changed) said that she was recruited by Krong No District People's Committee, Dak Nong province (old) to work as an accountant at Vo Thi Sau Primary School according to Decision No. 2229/QD-UBND dated July 18, 2024, with the title of Accountant, code 06.031, rank 1/9, salary coefficient 2.34. During 12 months of probation, she received 85% of the salary according to regulations.
Before being recruited, Ms. Thu used to work as an accountant at a limited liability company in Vung Tau City, participated in social insurance (BHXH) with the title of accountant and had never received social insurance once.
According to Ms. Thu, based on Clause 5, Article 13 of Decree 115/2020/ND-CP, amended and supplemented in Clause 7, Article 1 of Decree 85/2023/ND-CP and Point a, Clause 3, Article 4 of Circular 05/2024/TT-BNV, is the time she worked as an accountant with social insurance participation from May 2016 to June 2023, totaling 74 months, equivalent to 6 years and 2 months, calculated cumulatively to serve as a basis for ranking salaries when recruited as a civil servant or not.
Regarding Ms. Thu's proposal, the Ministry of Home Affairs has responded on the Electronic Information Portal.
The Ministry of Home Affairs said that the recruitment of public employees in 2024 is carried out according to the provisions of Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government stipulating the recruitment, use and management of public employees (amended and supplemented in Decree No. 85/2023/ND-CP dated December 7, 2023).
Accordingly, in case a person is recruited and received as a civil servant according to the provisions of this Decree who has previously worked in accordance with the law, has paid compulsory social insurance (if not continuously but has not received a one-time social insurance allowance, it is accumulated), that time is counted as a basis for ranking salaries according to professional titles suitable for the job position being recruited and received if they meet all the conditions according to regulations.
