The Central Government issues a Plan for arrangement and merger at the provincial and commune levels
The plan to arrange and merge provincial and commune-level administrative units and organize the local government system at both levels has just been issued.
On April 14, 2025, Mr. Le Minh Hung - Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee and Deputy Head of the Central Steering Committee (Steering Committee) on summarizing Resolution No. 18-NQ/TW (dated October 25, 2017 of the Party Central Committee (12/22) on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently) - signed and issued Plan No. 47-KH/BCD ( Plan No. 47) of the Steering Committee on the implementation of the arrangement and merger of provincial and commune-level administrative units and the organization of the two-level local government system.
The plan clearly states the implementation of Resolution No. 60-NQ/TW, dated April 12, 2025 of the 13th Party Central Committee on continuing to reorganize the apparatus of the political system; so that the implementation is on schedule, achieving the goal of streamlining, efficiency, effectiveness and efficiency associated with successfully organizing Party congresses at all levels towards the 14th National Congress of the Party, the Central Steering Committee on summarizing Resolution 18 (hereinafter referred to as the Steering Committee) issued a Plan to implement the arrangement and merger of provincial and commune-level administrative units and organize the two-level local government system.
Plan No. 47 clearly states the requirements for Party committees, Party organizations, agencies, units and heads:
(1) Closely follow the resolutions and conclusions of the Central Executive Committee, the Politburo, and the Secretariat; proactively and actively do a good job of disseminating, propagating, mobilizing, and orienting ideas and public opinion, ensuring high solidarity, consensus, and unity among cadres, party members, civil servants, public employees, workers, and people of all walks of life.
(2) Focus on directing and urgently concretizing the plan according to functions, tasks, and authority; resolutely implement tasks, assign specific responsibilities in the organization to ensure the implementation of the plan; at the same time, ensure that agencies, units, and organizations before, during, and after the arrangement of operations are continuous, smooth, efficient, effective, and efficient, without interruption of work, leaving tasks, areas, fields vacant and affecting the normal operations of agencies, units, organizations, and society.
(3) Strongly apply information technology and digital transformation to reform the organization and operation of agencies and units; urgently digitize documents, comprehensively innovate the settlement of administrative procedures, improve the quality of online public services and digital services for people and businesses.
(4) Strictly control the situation, ensure security and order in the areas, absolutely do not let complaints or crowded or complicated complaints arise.
(5) Closely coordinate, promptly, synchronously, effectively and proactively, strengthen inspection, examination and supervision of the implementation of assigned tasks in this Plan; commend and reward organizations and individuals who effectively implement and strictly and promptly handle organizations and individuals who do not implement or do not comply with regulations, do not achieve the goals of arranging and merging provincial and commune-level administrative units and organizing the local government system at 2 levels.
(6) From April 16, 2025 to October 31, 2025, periodically report the progress of tasks and projects to the Steering Committee (through the Central Organizing Committee) before 3:00 p.m. every Wednesday, so that the Central Organizing Committee can compile and report to the Politburo and the Secretariat every Friday.
Also according to Plan No. 47, the Central Organizing Committee shall preside over and coordinate with relevant Party committees, agencies and units to assist the Steering Committee in:
(1) Regularly monitor, grasp the situation, participate in opinions (if necessary) in the implementation of tasks of Party committees, agencies and units to ensure compliance with the progress and policies of the Central Executive Committee, Politburo, Secretariat, and Steering Committee.
(2) Timely adjust and supplement the contents, tasks, and implementation progress in the Plan to ensure close compliance with the leadership and direction of the Politburo and the Secretariat and in accordance with the practical situation.
