General Secretary signs regulations on political and ideological work in the Party

Political and ideological work is the top priority task in Party building work.

Regulation No. 19-QD/TW stipulates the purpose, requirements, principles; content, methods; responsibilities of Party committees, Party organizations and cadres, party members; regime of inspection, supervision, commendation and handling of violations in political and ideological work in the Party.

This regulation applies to Party organizations and cadres and party members in the Party.

Regulation No. 19-QD/TW clearly states the purpose of raising awareness, responsibility, political bravery, morality, lifestyle, qualifications, working capacity, ability to effectively handle changes and complex practical situations; steadfast in revolutionary goals and ideals; steadfast in the ideological foundation and principles of Party organization and activities; fighting, preventing, and repelling the degradation of political ideology, morality, lifestyle, "self-evolution", "self-transformation"; maintaining political and ideological orientation in all activities of Party organizations and cadres and party members.

At the same time, in order to strengthen the building of a strong Party in terms of politics, ideology, ethics, organization and cadres, so that our Party is truly ethical and civilized, improves the capacity for self-innovation, self-improvement and the fighting strength of the Party in leadership, ruling and planning the Party's guidelines and policies; maintains prestige, pioneering and exemplary nature, integrity, solidarity, and unity in the Party.

Consolidate and strengthen the people's trust in the Party, State and socialist regime; ensure the absolute and comprehensive leadership of the Party over the State and society, firmly protect the Party's ideological foundation, create motivation, consensus, and overall strength of the entire political system to successfully implement the goal of building, protecting and developing a peaceful, independent, democratic, prosperous, civilized, and happy country in the era of national rise.

Building a bright and healthy political and ideological environment in the Party, the political and social system; ensuring discipline and order, building culture in the Party; consolidating internal strength and prestige of the Party; promoting democracy associated with personal responsibility in the Party; promoting the exemplary role of cadres and party members, especially heads.

Regarding requirements, political and ideological work is the top priority task in Party building work; it is necessary to maintain the principles and constantly innovate and create, improve effectiveness and efficiency, ensure the role of taking the lead, opening the way, leading and directing practice; create unity within the Party, consensus in society and the people's trust to realize the aspiration to develop the country and improve people's lives.

Political work must create motivation for the innovation of strategic thinking, improve the capacity to plan guidelines and policies in accordance with objective laws, Vietnamese practice and development trends of the times; all policies and actions must comply with the Constitution and laws, stemming from national, ethnic and people's interests.

Along with that, carry out regularly, continuously, urgently, seriously, substantively, on schedule, associated with the implementation of political tasks and Party building work; closely combine "building" and "countering", in which "building" is a basic, strategic, long-term task, "countering" is an important and urgent task; strengthen the application of modern science and technology, digital transformation in political and ideological work.

All activities of Party organizations, cadres, and party members must be absolutely consistent in terms of politics and ideology.

The regulation states 4 principles in political and ideological work in the Party, according to which:

Political and ideological work must take the goal of persistence, protection and promotion of "4 determinations" as the direction of action; all activities of Party organizations, cadres, and party members must be absolutely consistent in terms of politics and ideology. Thoroughly grasp political, ideological and cultural viewpoints to create inner spiritual strength for the Party to lead the nation far and firmly in the new era.

Strictly and fully comply with the principles of organization and operation of the Party, especially the principle of democratic centralism, self-criticism and criticism. Uphold the leadership role of the Party, headed by the General Secretary; the direct and comprehensive leadership role and exemplary responsibility of Party committees at all levels, especially the secretary of the Party committee. Practice and promote democracy in Party activities, in parallel with tightening discipline, order, speech and action in the Party.

Proactively grasp the ideological situation, assess, orient public opinion and closely forecast the developments of the international and domestic situation to promptly orient politics and ideology within the Party and society, actively protect the ideological foundation, resolutely fight against wrong and hostile views, and not be passive or surprised.

Political and ideological work must be closely linked and interconnected with organizational and personnel work, internal political protection, inspection and supervision, mass mobilization and practical implementation of political tasks; ensuring clear work, clear responsibilities, clear sanctions, and specific criteria for quantification, inspection, and supervision; taking the effectiveness of task implementation and the satisfaction of the People as the highest measure. Party committees, leadership collectives, and heads bear the highest responsibility in evaluating the politics and ideology of Party organizations and cadres and party members under their management according to decentralization.
